Manage an information technology division to include the design, testing, acquisition, maintenance, and operation of computer systems; develop and implement improvement to the quality control, security, and productivity of the information technology used by the City of Dallas.


Job Description
 

Overview

The Manager-Information Technology Security oversees and manages the design, testing, acquisition, maintenance, security and operation of computer systems for the City of Dallas. Develops and Implements improvements to the quality control, security, and productivity of the information technology in use.

Essential Functions

Oversees, supports, and manages analysts or other technical personnel performing a wide range of Information Technology management, security, and maintenance in order to ensure an acceptable service level and quality control for the City and its departments.

2 Manages, coordinates, and facilitates the mainframe computer facilities, including a large network, to ensure reliable, secure, and continuous operations 24 hours/day, 365 days/year to meet user department needs.

3 Oversees and directs the production control process by monitoring and investigating failures within the production environment and drafting or reviewing policies, standards, and procedures governing production; controls and monitors the entry of jobs and programs in the production environment and provides security and audit integrity for the production environment.

4 Ensures, evaluates, and monitors the security and integrity of information stored on the systems to provide reliable information; completes internal controls audit for applications, quality and database areas, and records management.

5 Analyzes possible solutions to business problems and makes recommendations for the purchase of systems and software to meet department needs; reviews and approves work done by subordinate analysts and writes programming specifications in conjunction with Information Services to enhance existing systems.

6 Directs and coordinates system changes such as equipment installation or reconfiguration and implementation of new software to ensure greater system effectiveness.

7 Provides the long-term planning and coordination of computerized data processing functions, security, data retention, and disaster recovery issues including feasibility studies, compatibility studies, and budget projection.

8 Prepares budget and monitors expenditures for hardware, software, programming, and support of systems

9 Performs any and all other work as needed or assigned.

Knowledge and Skills

Knowledge of systems analysis, programming, computer operations and quality control or total quality management techniques and issues.

2 Knowledge of department-specific systems, computer programming languages, products for LANs and WANs, and security applications for mainframe and computer systems.

3 Knowledge of computer communications networks.

4 Knowledge of data processing production planning, scheduling, and control techniques.

5 Ability to manage professional employees and other technical employees involved in programming, quality control, data security, and electronic data processing production activities.

6 Ability to analyze and direct projects.

7 Ability to develop and write policies and procedures clearly and concisely.

8 Communicating effectively orally and in writing.

9 Establishing and maintaining effectively working relationships.

MINIMUM QUALIFICATIONS:

EDUCATION:

  • Bachelor's degree in Computer Science, Business Administration, Information Systems.

EXPERIENCE:

  • Five (5) years of experience managing systems projects within a large enterprise environment specializing in IT management, security, and support.

AND

  • Two (2) years of experience in a supervisory/managerial capacity. (This experience may be included in the above experience.)

EQUIVALENCIES:

  • High school diploma or GED plus nine (9) years of the required experience including two (2) years of experience managing security projects in an enterprise environment will meet the education and experience requirements.
  • Associate degree in any field plus seven (7) years of required experience including two (2) years of experience managing security projects in an enterprise environment will meet the education and experience requirements.
  • Bachelor's degree or higher in a non-specified field plus seven (7) years of the required experience including two (2) years of experience managing security projects in an enterprise environment will meet the education and experience requirements.
  • Master's degree or higher in a specified field plus three (3) years of the required experience including two (2) years of experience managing security projects in an enterprise environment will meet the education and experience requirements.  

OTHER REQUIREMENTS:

  • No FELONY or Class A misdemeanor convictions.
  • No Class B misdemeanor convictions within the last ten (10) years.
  • No family violence convictions
  • Cannot currently be on deferred adjudication for any class A or class B misdemeanor 

PREFERENCES:

  • One or more of the following certifications preferred: Certified Information Systems Auditor (CISA), Certified Information Security Manager (CISM), and/or Certified Information Systems Security Professional (CISSP).



Salary Range

 

$98,612.80 - $123,260.80


 

The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
