Job Summary
Under general supervision, develops, implements, coordinates and maintains an environmental program for the City of Dallas, in accordance with the Federal, State, and local laws. Engages and communicates with the public, manages community partnerships, conducts presentations and community events, and effectively communicates programs to address environmental issues and impacts.

Overview
Develops and manages environmental programs to ensure City of Dallas compliance with environmental laws. Researches, updates, and adjusts systems, procedures, and equipment to address liabilities and meet evolving regulations.
Essential Functions
1. Assists, supports, and participates in internal and external audits for the city’s EMS; prepares departments for audits by ensuring compliance with environmental regulations and the EMS ISO14001 requirements; assists with responses to audit findings and corrective actions.
2. Coordinates and performs tasks that focus on monitoring and meeting regulatory compliance, annual mandates for yard waste, litter and floatable, pesticides, herbicides and fertilizers, pet waste, general pollution and illicit discharges. Reviews Phase I and Phase II environmental site assessments, screenings, and risk assessments.
3. Develops, coordinates, and promotes various outreach programs to raise awareness and educate the public on new regulations, lessening human impact on environment, such as stormwater, conservation initiatives, waste management, environmental sustainability, and air pollution programs; communicates city programs and partners with the community to create collaboration and focus.
4. Assists with spill response and documentation by overseeing cleanup and ensuring spills are addressed per City of Dallas procedures.
5. Coordinates and facilitates website and social media content to support environmental programs, educate the public, and maintain an engaging, up-to-date online presence; consistently reviews web presence and social media engagement to remain engaging.
6. Assists with required environmental training and tracks the results of these trainings. Maintains a database of results for regulatory programs and prepares reports for submittal to state agencies.
7. Identifies needed areas of change and drives operational improvements by identifying gaps, recommending solutions, and measuring impact through data and feedback.
8. Provides project management and event planning.
9. Assists with continuous improvement projects as part of the city’s Environmental Management System that includes environmental and sustainability initiatives.
10. Performs other work as needed or assigned.
Knowledge and Skills
1 Knowledge of Stormwater, Zero Waste, Sustainability Conservation Concepts, and Environmental Management Systems.
2 Knowledge of Federal and State regulations and standards.
3 Ability to manage projects, volunteers, and citizen education.
4 Ability to develop and coordinate strong website and social media presence.
5 Ability to provide guidance on environmental management standards for various industries. Skill in MS Office and data management.
6 Skill in public outreach, establishing and cultivating public relationships, and maintaining interaction through various communication methods.
7 Skill in communicating effectively both verbally, in writing, and via social media outlets.
8 Establishing and maintaining effective working relationships.

Experience in the following environmental areas is preferred:
• ISO 14001 Environmental Management Systems certified programs
• Investigation, remediation, mitigation (water/soil/air/climate)
• Water quality (drinking/source) sampling and field analysis
• Emission inventory and compliance reporting • Sustainability and pollution programs
• Geo-spatial information system (GIS) data analyses
• Coordination with state and federal agencies • Permit preparation, reporting and training
• Public outreach and community relations in environmental sustainability or pollution prevention
