Description

Job Title: Streets Crew Leader

Department: Public Works 

Pay Range: $23.34 - $25.25 per hour, depending on qualifications (DOQ)


Under general supervision, Crew Leader completes assigned work according to schedule and utilizes personnel, supplies and equipment efficiently and effectively. He or she monitors and super-vises the crew during the work day and assigns tasks and monitors maintenance of City equipment. He or she troubleshoots problems and reports job progress to supervisors as needed. The Crew Leader determines training needs requirements, trains the crew members and ensures training is regularly conducted and documented. He or she may be called upon to assist in Emergency Management duties. This is a supervisory position.


Essential Job Duties:

  1. In addition to the other duties listed in this Job Description, the Crew Leader must be able to perform the following additional essential job duties with or without reasonable accommodation.
  2. Direct and Supervise activities of Streets Maintenance Workers.
  3. Schedule work for Street Maintenance Workers, depending on priorities, crew and equipment availability, or weather conditions.
  4. Inspect completed work.
  5. Enforce operating procedures and work standards that will ensure adequate performance and personnel safety.
  6. Train Streets Maintenance Workers in street maintenance tasks.
  7. Coaching, mentoring and helping the Streets Maintenance Workers to improve their knowledge and skills.
  8. Prepare and maintain required records, such as work activity.
  9. Inventory supplies of tools, equipment or materials to ensure that sufficient supplies are avail-able and items are in usable condition.
  10. Ensure the Streets Maintenance Workers care for and maintain all equipment.
  11. Follow City and Department policies and procedures and the instructions of his or her super-visor.
  12. Communicate effectively with supervisors, co-workers and others (internally and externally) in order to provide, exchange, or verify information, answer inquiries, address issues, or re-solve and/or report problems or complaints.
  13. Use good judgment and make good decisions in matters related to the job.
  14. Assist others; be helpful, cooperative and courteous, and courteous, and demonstrate a good attitude in all dealings with the public, co-workers and others.
  15. Report in a timely manner all issues, concerns and questions to the supervisor or others as appropriate in the chain of command.
  16. Take up matters affecting his or her immediate supervisor and through proper channels.
  17. Punctual, regular, on-site, in-person attendance is a requirement of the job.
  18. Work outside of normal working hours as required and be on call and available for duty during emergency periods as defined by City Council, the City manager or the Department Director.
  19. Demonstrate initiative and diligence in the prompt and proper completions of all job duties, whether or not listed in this Job Description.
  20. Safeguard City property and recognize and report needed repairs.
  21. Work safely, follow safety rules and training, wear personal protective devices when required and maintain a clean, safe work environment.
  22. Maintain confidentiality with regard to all City business.
  23. Perform other duties as needed.

Requirements

Education and Basic Requirements:

  1. Graduation from high school or a General Education Development (GED) Certificate, or equivalent.
  2. One (1) year of experience in street maintenance/construction.
  3. Have and maintain a clear and valid Texas Class C Motor Vehicle License with a satisfactory driving record; obtain a Class B Motor Vehicle License within 6 months of placement.
  4. Satisfactory results on background and pre-employment physical/medical exam.

Preferred Qualifications

  1. Applicants will be given preference who have at least one (1) year of supervisory experience.

Required Knowledge, Skills and Abilities

The Crew Leader must have knowledge, skills and/or abilities as shown below.

  1. Knowledge of modern principles, practices and techniques for the construction or installation, repair and maintenance of streets, roads, storm drains, and sidewalks.
  2. Skill in effectively supervising and delegating duties to assigned employees.
  3. Skill in training, developing and motivating assigned employees.
  4. Knowledge of heavy equipment and power tool operation and maintenance.
  5. Knowledge of occupational hazards and standard safety practices.
  6. Knowledge of sound principles and practices of leadership, supervision, and training.
  7. Knowledge of office administration practices, procedures, and personnel management.
  8. Skill in reviewing plans and specifications to determine estimates of time, materials and equipment necessary to complete work orders and construction projects.
  9. Basic mathematical skills.
  10. Ability to deal effectively with frequent change, delays, or unexpected events.
  11. Ability to work at hard labor.
  12. Ability to read and understand warning signs and labels.
  13. Ability to work independently.
  14. Ability to report for duty after normal business hours during emergencies or when assigned.

Physical and Mental Requirements

In order to successfully achieve the goals of the Public Works Department, the Crew Leader must meet the following physical and mental requirements with or without reasonable accommodation. Physical and mental demands include, but are not limited to:

  1. Do work associated with hard labor such as lifting, pushing, digging, sweeping and raking;
  2. Maintain balance, walk, sit, stoop, bend, kneel, stand and reach unassisted; ability to climb and descend ladders and stairs and work from heights;
  3. Walk in a variety of uneven, sometimes slippery surfaces;
  4. Stand and walk while working for extended periods of time;
  5. Good motor coordination skills, that is, the Streets Crew Leader must be able to coordinate his or her eyes, hands, fingers and rapidly and accurately in order to handle precise movements as when operating equipment or driving a motor vehicle, and in response to visual, auditory and other stimuli;
  6. Work outdoors while exposed to all weather conditions including extreme hot and cold, in close physical proximity to other people, and in open or closed vehicles or equipment:
  7. Lift and/or move, unassisted, objects weighing as much as one hundred (100) pounds;
  8. Engage in rapid, strenuous physical movement as in emergency situations;
  9. See clearly and be able to read and understand warning signs and labels;
  10. Communicate effectively, both verbally and in writing and interact effectively with co-workers and the public;
  11. Tolerate fumes, dust, dirt and noise and have the ability to wear required personal protective devices;
  12. Must be able to withstand whole body vibration when operating certain equipment;
  13. Frequently walk, stand, stoop/bend, crawl/kneel and reach, push and pull, at times on uneven surfaces;
  14. Remember information, details and instructions relating to the job;
  15. Understand, learn, and communicate information about the job;
  16. Understand the meaning of and use and speak words understandably and effectively in the English language;
  17. Good hearing and listening abilities, that is, the Streets Crew Leader must be able to hear spoken words from co-workers, supervisors and others;
  18. Work under pressure and deadlines in order to respond to the public and co-workers;
  19. Ability to hear and speak by means of radio;
  20. Ability to report for duty after normal business hours while on standby duty and during emergencies;
  21.  Must be tolerant of noise levels that are distracting or uncomfortable and wear personal protective devices as directed and when needed; and
  22. Must have a keen eye for detail as some mistakes are not easily corrected and have serious consequences.
