SUMMARY

The Superintendent of Building Maintenance will manage a division responsible for the maintenance and operation of more than 200 municipal buildings and structures. Work involves planning, organizing, and directing programs for maintenance, renovation, structural systems, roofing systems, conveyance systems, energy management, security, and life safety in City buildings. Work is reviewed through conferences, reports, and general observation of results to meet objectives and Departmental/City policies. Work is performed with considerable discretion and independent judgment in directing assigned activities and includes direct and indirect supervision of project managers, subordinate supervisors, trade supervisors, and administrative staff.

Major Duties and Responsibilities:

  • Supervise and coordinate the maintenance of City and cultural facilities

  • Direct City staff, architects, engineers, and construction contractors in the accomplishment of major and minor renovation projects in City and cultural facilities

  • Plan and direct preventative maintenance, repair, and renovation of City facilities, including plumbing, HVAC, roofing, and electrical systems

  • Plan and direct life safety, security, and janitorial services

  • Establish Facility Operations work rules, operating policies, and other controls necessary to achieve objectives

  • Oversee the preparation of reports to document Facility Operations activities and recommend service level changes

  • Oversee the preparation and administration of operating and capital budgets

  • Oversee the administration of major City programs including

    • Capital Improvement Program

    • Roof Program

    • Parking Deck Program

    • Parking Lot Program

    • Energy Management Program

  • Oversee the administration of construction and maintenance trade shops, including Electrical, Plumbing, Mechanical/HVAC, and Carpentry/Construction

  • Directly and indirectly supervise a staff of 35+ employees

  • Evaluate and make recommendations for deferred maintenance priorities

  • Position requires daily presence at facility shop (40 hours per week). Remote/Telework is not an option for this position

  • As this position oversees numerous on-call personnel, the Superintendent will be required to carry a City-issued phone and be available 24/7 to respond to emergency calls. Depending on the nature of the situation, the Superintendent may be required to report to the emergency location. 

  • Position will be provided a city work vehicle for travel to job sites

  • Manage more than 5,000 Service Requests and Work Orders each year through a Computerized Maintenance Management System (CMMS)

  • Performs other duties as required

Knowledge, Skills & Abilities:

  • Facility Operations and Maintenance (building systems, O&M processes, repair and renovations)

  • Sustainability (energy management, water/waste management, workplace and site management)

  • Performance and Quality Management

  • Proficient in Project Management principles, including planning, design, execution and delivery, and evaluation

  • Knowledge of CMMS systems for building maintenance

  • Finance and business acumen in developing operational and capital budgets, procurement processes, contracting and financial analysis

  • Knowledgeable regarding emergency preparedness, response and recovery, facility resilience and maintaining business continuity

  • Proactive, strong communicator, responsive, approachable, and comfortable managing conflict

  • Ability to perform effectively in a fast-paced/high-pressure environment

  • Ability to read and interpret drawings, plans, and documents

  • Excellent problem-solving skills

  • Excellent customer service and supervisory skills with the ability to work well with all levels of employees, management, and elected officials

  • LEED, IFMA and/or BOMI certification is a plus

  • Requires some overtime and night/weekend emergency calls as needed

  • Computer skills at the intermediate level proficiency using Microsoft Office Suite Products (Word, Excel, Teams)

  • Requires a valid driver’s license, good driving record, and the ability to receive/ maintain a City of Charlotte Driving Permit

Preferred Qualifications:

  • Minimum of ten (10) years as a senior management analyst, project manager, program manager or property manager

  • PE license or NC General Contractors license

  • BOMI RPA, FMA, or SMA

  • IFMA FMP or CFM

  • LEED AP or Green Associate

Minimum Qualifications:

  • Associate’s Degree and seven years of related experience or a Bachelor's Degree in Engineering, Business Administration, or related field and five years of experience or equivalent education, skills and abilities to perform the essential functions of the position

CONDITIONS OF EMPLOYMENT

The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate’s written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
