This position is eligible for a hybrid work model. When attending an event or meeting in person, your primary office location will be based out of City Hall, located at 426 Brant St., Burlington, ON. Work location is subject to change at the discretion of the City due to operational demands. Effective 2026 this role will be required to be in the office 50% of the time each month.

Position Overview

Reporting to the Senior Stormwater Engineer, Development, this position supports the review of stormwater engineering design submissions and contributes to the broader stormwater development application process. This position also provides stormwater engineering expertise to Engineering colleagues and other City departments and helps manage minor stormwater infrastructure capital projects.

Responsibilities

Responsibilities for this position include:

  • Review and approve stormwater designs for development applications to ensure compliance with City standards and guidelines.

  • Assess and establish stormwater quality, quantity, erosion control, and water balance requirements for rezoning applications, zoning by-law amendments, site plans, and subdivision applications.

  • Apply the City’s stormwater management design guidelines and provide technical guidance to consultants throughout the design phase.

  • Review and approve flood control strategies, servicing designs, hazard mapping, and development setbacks for proposed subdivision and site plan development applications.

  • Review and approve hydrologic and hydraulic models submitted in support of development applications.

  • Authorize stormwater servicing connections to municipal infrastructure.

  • Collaborate with the Senior Stormwater Engineer, Development on complex development applications.

  • Support the Senior Stormwater Engineer, Development in working with the Community Planning Department on planning studies, including Secondary Plans, Environmental Impact Assessments, watershed and sub-watershed studies, and area-specific stormwater servicing and hazard mapping initiatives.

  • Assist in administering Regulatory Flood Hazard mapping initiatives for the City’s creek systems, including data collection through flow monitoring and the management of hydrologic and hydraulic models in coordination and collaboration with Conservation Halton.

  • Manage minor stormwater capital infrastructure projects, including establishing goals and objectives, developing project methodologies, identifying project team members, preparing work plans, schedules, budgets, and tracking mechanisms, and reviewing project details with the Senior Stormwater Engineer, Development.

  • Define project scope in consultation with internal stakeholders; participate in the Request for Proposals (RFP) process; oversee consultants and contractors; approve invoices; monitor project budgets; and prepare briefings, presentations, and detailed project reports for the Senior Stormwater Engineer, Development.

  • Provide communication support by drafting clear and accurate content to respond to information requests from the public, internal departments, and external agencies. Respond to public inquiries and attend public open houses as required.

  • Duties and responsibilities are inclusive but not limited to the above.

Requirements

You have a university degree in Civil Engineering or equivalent, with registration in Professional Engineers Ontario (PEO). Two (2) to four (4) years in stormwater engineering experience is required in addition to experience with development review, hydrologic and hydraulic modelling. Municipal experience is an asset. This position may require occasional travel between sites and/or City facilities.

You have strong analytical and problem-solving skills to assess complex technical submissions, as well as sound professional judgment in making recommendations. Your project management skills are enhanced by effective collaboration and communication with internal teams, external consultants, agencies, and the public. You demonstrate a commitment to regulatory compliance, stakeholder engagement, and delivering high-quality, timely outcomes in support of the City’s development and infrastructure objectives.
