Location

This position is eligible for a hybrid work model. When attending an event or meeting in person, your primary office location will be based out of 390 Brant Street, Burlington Ontario Sims Square. Work location is subject to change at the discretion of the City due to operational demands. Effective 2026 this role will be required to be on site 50% of the time each month.

Position Overview

This position is responsible for the management of various products, platform, licensing, and budgetary controls, maximizing staff awareness, adoption, and satisfaction. The Product Manager will form a strong relationship with the vendor and will be involved in creating strong technical roadmaps for continuous success. Manages relationships with business partners and provides strategic advice and direction to business units regarding product opportunities that will align with and enable their business plans and operational objectives.

Responsibilities

This position will be responsible for:

  • Serving as the Product Manager managing various products or product features from evaluating the preview to rolling it out to the users across the organization.

  • Ensuring implementation and adoption of products and related enterprise tools throughout the corporation using an Agile approach.

  • Reporting status to the Steering Committee, providing leadership, support and guidance in managing the work of the product team, managing and facilitating completion of the work assigned to teams while engaging internal and external stakeholders or vendors as needed.

  • Utilizing strategic thinking and analytical skills to identify assess, evaluate, and recommend action plans related to the program.

  • Creating a value-focused product backlog and continuously iterate, ensuring user stories are scoped and prioritized.

  • Collaborating with development and user experience teams to deliver impactful products on a day-to-day basis to build iterative, high-quality products.

  • Continuously aligning with Senior Management on the product delivery roadmap, defined Minimum Viable Products and release cadence.

  • Leading Scrum or Kanban events (e.g. spring planning, stand-ups, retrospectives) and expressing new ideas for improving product value or delivery efficiency.

  • Managing the relationship with the vendor and take mitigating actions to address vendor performance issues and developing or modifying vendor contracts.

  • Managing contract change requests, liaising with Legal and Procurement on contract adherence, vendor issues, contract extensions.

  • Understanding of the digital marketplace, digital platforms, technology, and market trends to identify product opportunities.

  • Developing budget allocations and schedule of expenditures, approving invoices, approving expenditures for product team outside of typical project allocations.

  • Developing new capital budget requests and contributing to development of operating budget requests resulting from product implementations.

  • Leading a product team, which includes identifying requirements, and hiring resources, for product team and managing contract extensions.

  • Ensuring successful execution of change management, communication, and training plans to ensure the adoption of various product suites.

  • Preparing and conducting presentations and reports to Senior Management on the benefits of product roll outs.

Requirements

A University Degree in business administration, computer science or public administration with Project Management Professional (PMP), PMI – Agile Certified Practitioner (PMI-ACP) certification, Certified Scrum Master (CSM) or equivalent. At least 5 years of experience delivering digital products with experience in both waterfall and agile methodologies. Thorough knowledge and experience with broad range of technologies that can include Customer Identity and Access Management Platforms, Payment and Communications Platforms, Microsoft Power Platform, GIS, AMANDA, Workday and ServiceNow, common internet protocols, web analytics, REST, and other foundational web technologies that underpin modern digital applications is considered an asset. You have a minimum of 5 years of proven experience in project and product management, business process review and change management in an environment with multiple competing deadlines. You have the ability to lead and influence through effective stakeholder engagement. Excellent communication, analysis and problem-solving skills. Strong decision making and prioritization skills. Experience in a municipal environment is preferred.
