General Description and Classification Standards:
Responsible for providing plan review services and field support within the Department of Watershed Management. This role involves managing professional/technical engineering projects, including design review, standards enforcement, survey work, and inspections. Responsibilities extend to assisting in the day-to-day management of the Site Development section and ensuring compliance with Georgia state laws governing erosion and water quality. Coordination with engineering divisions and external agencies is essential, as is evaluating contractors' adherence to city standards. This position ensures that construction plans align with regulatory codes and ordinances, facilitating both state and municipal standards. They conduct technical reviews of construction plans, enforce water quality laws, oversee engineering activities, and interact with various stakeholders to address program needs effectively. Additionally, the position supports and coordinates with colleagues while independently managing tasks and reporting progress as needed.

Reports to the Watershed Plan Review Coordinator.
Essential Duties and Responsibilities:

Collect and review all aspects of engineer drawings, studies and reports. Create and comment on plan revisions to assist Engineer on requirements for approval.
Coordinates document management activities with team to ensure effective and efficient maintenance of document. Prepares updates in database regarding plan review and other issues that may arise. Routes plans through the review process by entering data in Accela permitting software.
Ensure and enforce compliance with Federal, State, City and AWWA Codes regarding engineering design requirements.
Provide explanation of departmental procedures to customers to facilitate permits, issuance requirements and payment of services; to direct customers to appropriate areas for services requested.
Coordinate with other Engineering Divisions, Watershed Offices, City Departments and external Agencies.
Create an accurate cost estimate.
Research projects and perform site visits to gather information. Assists with pre-construction meetings with contractor and engineer to discuss the installation of water services.
May perform other duties assigned.

Knowledge Skills and Abilities:

Possess the skill and ability to read, interpret and critique engineering plans and drawings, plats and surveys, as-built drawing and easements plats, contour maps, profile drawings and cross-section drawings.
Methods and techniques of installation procedures, as required in the performance of duties.
Compile and analyze data, prepare reports and make recommendations.
Current technology for plan review approval, document maintenance, storage and preservation.
Ability to apply general knowledge across organization or discipline lines.
Additional Requirements:
Performs work under general supervision with review and advice from manager or senior level personnel. Able to resolve conflict with the installation of water services with other utilities.
Minimum Qualifications:
Education and Experience
Bachelor's degree in Engineering or related area
Two (2) years of Construction or Project Management related experience.
Must have some knowledge of Federal and State regulations.
Any equivalent combination of education, training and experience which provides the requisite knowledge, skills, and abilities for this job will be considered.
Licensures and Certifications
Valid Stat of Georgia Driver's License
Wastewater and/or Water Distribution Certification or within eight (8) months of employment within said department seeking certification.
Georgia Soil & Water Conservation Commission (GSWCC)
Georgia Soil & Water Conservation Commissioner (GSWCC) Level II Certification or ability to acquire is required.
Light work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects.
