About this role

Enterprise Regulatory Program Management and Implementation Team is seeking a highly motivated, organized and self-directed Enterprise Program Management leader to join a dynamic team responsible for the management and delivery of compliance-driven programs and projects focused on minimizing compliance risk and advancing strategic business opportunities. Program scope includes a variety of cross-business compliance initiatives and priorities that are either portfolio or business funded.

Role Summary

The Enterprise Program Management Senior Advisor is accountable for enterprise program delivery as well as providing overall oversight of the program management discipline for a defined set of initiatives. This involves leveraging strong project management methodologies and interpersonal skills while coordinating with various cross-functional stakeholders and teams to drive on-time quality delivery within budget, ultimately ensuring Cigna Group's compliance and/or Client/Partner compliance.

The Senior Advisor will provide mentorship and coaching to support professional development and define and enforce best practices. The senior advisor should leverage deep professional knowledge and acumen when advising and drive a culture of continuous improvement and accountability while focusing on the customer, client, and account team experience.

Core Responsibilities:

  • Acts as the liaison between business customers/stakeholders and technology teams, communicating priorities, providing scope and business requirement guidance, and ensuring the teams have the information that they need to successfully deliver according to product vision and goals.
  • Interpret requirements: Translate complex legal and regulatory language into clear, actionable business requirements for various departments to facilitate implementation.
  • Prioritize implementation of requirements based on regulatory or compliance business or marketplace demands.
  • Provide guidance on design and solutioning with focus on balancing efficiency, compliance, and the organization’s commitments.
  • Assess if requirements have been designed and implemented in a compliant manner.
  • Lead and manage delivery of programs against the compliance requirements, with a clear authoritative knowledge on the capabilities required for compliance.
  • Ability to communicate the scope and success criteria for compliance programs for timely delivery to both business and technical resources.
  • Ability to lead all impacted program teams to implement the scope in an end-to-end manner.
  • Manage and report on risks and issues, working to put in place appropriate mitigation measures with business approval.
  • Manage Program financials, including obtaining and validating estimates, documenting and prioritizing change controls, and managing the program budget and run rate.
  • Ability to create tools or templates to aid in the efficient delivery of compliance requirements.

  • Regulatory New Law requirements decomposition, business process modeling / and assessment/testing.
  • Highly knowledgeable on Cigna and Evernorth processes, products and technologies, test case and validation creation and execution.
  • Strong communication, coordination, collaboration, problem solving and follow up skills.
  • Strong influencing, negotiating and relationship building skills to resolve issues across matrix partners.
  • Track record of solid communication skills – verbal, written, and presentation skills, with multiple stakeholders, at all levels
  • Strong relationship management skills, including managing the expectations of multiple stakeholders
  • Comfortable with ambiguity, able to manage with vision and purpose, and drive to a cohesive, collaborative result
  • Demonstrable analytical and critical thinking skills
  • Strong organizational skills necessary to accomplish a large number of tasks within a specified timeframe.
  • Demonstrated ability to influence across a matrixed organization and develop trusting working partnerships with internal and external business partners.
  • Self-motivated, detail oriented, and willingness to adapt to tactical needs in a fast-paced, changing environment.

  • Financial acumen, specifically around return on investment

Work Experience Requirements:

  • Formal project management training and/or certifications preferred (examples include but not limited to: PMP, Agile, SAFe, Lean Portfolio Mngt, Change Management, Six Sigma.
  • Bachelor’s Degree in related field required. Advanced Master’s Degree in related field preferred.
  • Experience translating complex regulatory language into clear, actionable business requirements that can be implemented .
  • Experience leading large, complex, cross-functional, cross-organizational projects or programs
  • Knowledge of and experience in Pharmacy Benefits Management and Healthcare industries required
  • 8+ years of program/project management work experience in regulatory, compliance in heath plan or medical is required.
  • Proven success leading large, complex enterprise projects to desired outcomes
  • Business requirements documentation and transition is needed.
  • Accomplished decision-maker who is able to quickly make and execute well-supported prioritization decisions
  • Strong business acumen, with proven ability to leverage knowledgebase to adapt to new work quickly
  • Proficiency in Microsoft Power Point, Excel, SharePoint, Jira, Visio, MS Project in a work environment


If you will be working at home occasionally or permanently, the internet connection must be obtained through a cable broadband or fiber optic internet service provider with speeds of at least 10Mbps download/5Mbps upload.

For this position, we anticipate offering an annual salary of 116,100 - 193,500 USD / yearly, depending on relevant factors, including experience and geographic location.

This role is also anticipated to be eligible to participate in an annual bonus plan.
