Job OverviewThe incumbent will manage all programs associated with the Hazardous Waste Program.
Work Model: Onsite
ResponsibilitiesEssential Duties & Job Functions:
- Ensure satellite/initial accumulation points, collect waste, and accomplish the required documentation for product inventories and record keeping of HW.
- Turn-in documents of acceptable accumulated waste and log processes into the AF’s Hazardous Material (HAZMAT) and HW tracking system.
- Provide staff independently trained on Resource Conservation and Recovery Act (RCRA), Hazardous Waste Operations (HAZWHOPER), and Department of Transportation (DOT) manifesting requirements in order to develop processing documents and manifests and Ship Hazardous Waste.
- Coordinate with the AF designated representatives for all waste manifests prior to transport of any waste materials from the boundary of the base.
- Review and maintain reports, logs, and manifests from generating activities.
- Provide disposal management of all hazardous, universal, and special/state regulated wastes generated on base.
- Maintain compliance with HW program aspects including 8700-12 and 8700-13 reports, permits, fees, studies, analysis, corrective actions, reports and interaction with appropriate government agencies and ensure compliance with all applicable and most current DoD, AF, federal, state, and local requirements and environmental laws.
- Pickup waste, from base wide satellite accumulation sites or waste generation areas within the RCRA required timelines and deliver to 90/180-day accumulation areas.
- Manage all toxics programs requirements associated with MAX-GUN AFB.
- Maintain compliance with toxics programs aspects including permits, fees, studies, analysis, corrective actions, and interaction with appropriate government agencies and ensure compliance with all applicable and most current DoD, AF, federal, state, and local requirements and environmental laws. This includes creating and filing a PCB log annually.
- Manage all storage program requirements to support the installation and associated GSUs.
- Maintain compliance with storage program aspects including permits, fees, studies, analysis, corrective actions, annual reports and interaction with appropriate government agencies and ensure compliance with all applicable and most current DoD, AF, federal, state, and local requirements and environmental laws. (CDRL 1011)
- Review and update the Spill Prevention Control and Countermeasures (SPCC) plan.
- Complete internal environmental self-inspections through the Wing IG Commander’s Inspection Program and participate in Unit Effectiveness Inspections (UEI).
- Implement corrective and preventive actions for all inspection deficiencies for shop and program-level SACs, document, and track findings to closure in MICT.
- Other duties as assigned.
Job RequirementsMandatory:
- Bachelor’s Degree in Engineering or Physical Science; such as Geology, Biology, Chemistry or Environmental Science.
- Minimum of four (4) years of practical experience in the Environmental field and working with federal regulations and documents such as multi-discipline RCRA, CWA, CAA and FIFRA experience.
- Required: current RCRA-DOT Hazmat and Waste Ground Shipper Certification.
- Desired: OSHA 40-Hour HAZWOPER Certification, Forklift operator experience, strong background in RCRA and hazardous waste management.
- Ability to deal with a variety of people in a professional, courteous manner in diversified situations.
- Ability to acquire and maintain a Secret Clearance.
- Ability to obtain access to U.S. Government Installations through the Defense Biometric Identification System (DBIDS).
- Ability to successfully pass any background checks and/or drug testing required on the contract.
- Valid Driver’s License with acceptable driving record pertinent to the position.
- S. Citizenship.
Working Conditions:
- Work is performed indoors and outdoors. Outdoor work is subject to temperature extremes and inclement weather conditions.
- Subject to hazards that may cause personal bodily harm, diseases, cuts, bruises, burns, dust odors, and elevated noise levels.
- Tasks may be performed in uneven, inclined, hard, and soft-carpeted surfaces/floors, cement structures and surfaces.
Physical Requirements:
- Ability to use tools, equipment, chemicals, etc. to perform essential functions of the job.
- Ability to use standard office equipment /tools required for the position (computer, phone, copy machine, hand-held radio, etc.)
- While performing duties of this job, the employee is occasionally required to stand and/or walk for long periods at a time, sit, use of hands and fingers, handle, or feel objects, tools or controls, reach with hands and arms, climb stairs, climb ladders, balance, stoop, kneel, crouch or crawl, talk or hear, or smell.
- The employee may occasionally lift and/or move up to 50 pounds and follow safe lifting procedures.
- Specific vision abilities required by the job include close vision.
- May be required to enter confined spaces.
