Subcontracts Administrator III

 

Manage the legal, financial, and operational risk of Cherokee Nation Businesses (CNB) and its subsidiaries by administration of subcontract documents consistent with client requirements, government regulations and CNB policies/procedures. Responsible for activities which span the entire procurement cycle, including but not limited to, negotiation of non-disclosure agreements (NDAs) and teaming agreements, negotiation of terms and conditions, subcontract administration, issue resolution, and closeout activities.

Compensation & Benefits:

Estimated Starting Salary Range for Subcontracts Administrator III: Pay commensurate with experience.

Full time benefits include Medical, Dental, Vision, 401K, and other possible benefits as provided.  Benefits are subject to change with or without notice.

 

Subcontracts Administrator III Responsibilities Include: 

  • Drafts, reviews, and leads negotiations of nondisclosure agreements, teaming agreements, and subcontract documents, including identification and inclusion of flow down requirements from the prime contract, in accordance with CNB standards and policies
  • Maintains a complex portfolio of varying contract types and values including international subcontracts, large dollar value projects, and nonstandard contracts for multiple LLCs.
  • Reviews and resolves issues affecting subcontract performance and assists operations teams in maintaining subcontractor compliance with legal requirements, company policies, and customer objectives.
  • Collaborates with operations regarding subcontract status, compliance, modification, deviation, negotiation, and termination.
  • Provides detailed input on third party contract documents including terms and conditions, nonstandard master agreements, staffing contracts, software agreements, and other required subcontracts, as needed.
  • Coordinates internal review by all affected parties and obtains internal and external signatures in accordance with company signature authority policy. 
  • Acts as the liaison between the Legal department and Operations teams regarding issues that require additional reviews or escalation.
  • Maintains central library of all original contracts, related documentation, and correspondence, as well as contract database containing key contract elements.
  • Conducts necessary research regarding federal regulations and contract provisions in order to advise decision makers of risks and responsibilities. 
  • May research and propose solutions to a variety of complex problems. 
  • Performs other job-related duties as assigned.

 

Subcontracts Administrator III Experience, Education, Skills, Abilities requested: 

  • Must have FAR, DFAR, NDA, teaming agreements.

  • Bachelor's Degree and 7 years of contract drafting experience or an equivalent combination of education and experience. 
  • Experience negotiating contract terms and conditions required. 
  • Working knowledge of the Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) including the ability to manage a variety of subcontract types.
  • Working knowledge of Microsoft Office products.
  • Excellent written and verbal communication skills.
  • Excellent problem-solving and creativity skills with the ability to define specific contractual requirements and reach consensus between stakeholders.
  • Excellent critical thinking skills. 
  • Excellent time management skills including the ability to set priorities and work in a group environment or independently.
  • Excellent interpersonal skills to deal effectively with subcontractor management regarding subcontract issues of varying degrees of complexity and work issues to resolution.
  • Ability to work on multiple projects concurrently including the ability to prioritize assignments based on internal customer needs and external deadlines while maintaining high quality work products. 
  • Ability to maintain the highest level of professionalism, confidence, and integrity while directly dealing with all levels of internal and external customers.
  • Ability to produce results and think strategically.
  • Must pass pre-employment qualifications of Cherokee Federal
