About this role

Provide compliance guidance and direction of government contract accounting and practices to ensure compliance with Defense Federal Acquisition Regulation (“DFAR”) business systems and regulations and Federal Acquisition Regulation (“FAR”), Contract Administration Services (“CAS”) and other government agency regulations and Company policies and practices. Stay informed of current changes in laws and regulations that might impact the organization’s practices and advises on the necessary changes. Supports regulatory audits with various agencies and leads company responses. 

 

ESSENTIAL DUTIES AND RESPONSIBILITIES 

Includes the following: 

  • Plans and provides guidance for overall government compliance programs; helps to provides corporate-wide focus on compliance with laws and regulations. 
  • Assists in developing policy and procedures to ensure government regulatory compliance. 
  • Supports team in developing and updating business system manuals for cost estimating, procurement and other similar requirements.  
  • Leads regulatory audit requests and responses to audit finding as directed.  
  • Provides guidance and direction to accounting staff in the preparation of the Defense Contracting Audit Agency (DCAA) Incurred Cost Submission (ICS) for required limited liabilities companies. 
  • Provides input and/or develops government contracting compliance training programs.  
  • Provides technical guidance and recommendations for new bids and proposals or contracts for compliant pricing system process. 
  • Participates in training sessions on government contracting best practices and changes in regulations. 
  • Performs other job-related duties as assigned. 

 

EDUCATION AND EXPERIENCE 

Bachelor’s Degree in Accounting or related field of study and at least 10 years of experience in accounting for government contracts or an equivalent combination of education and experience. Minimum of 5 years preparation and review of incurred cost submissions and incurred cost, accounting system, proposal, billing and other business system audits as required by DCAA, Defense Contract Management Agency (“DCMA”) or other government agencies or DCAA audits is required.  Must also have experience in development and submittal of Incurred Cost Proposals, billing, indirect rate development and forecasts and proposal pricing. Prior experience as a DCAA auditor and CAS experience is preferred. 

 

KNOWLEDGE, SKILLS AND ABILITIES 

  • Advanced knowledge and demonstrated ability to apply GAAP/GASB, DFAR regulations and DCAA audits and acceptable practices of Department of Defense (“DoD”) contracting. 
  • Working knowledge of accounting software systems, preferably Deltek Costpoint.   
  • Advanced knowledge of all areas of accounting and finance.   
  • Ability to proactively identify potential problems and effectively communicates at all levels of management. 
  • Demonstrated expertise in DFAR and DoD contracts and familiarity with DCAA audit practices of accounting.  
  • Advanced knowledge of project cost. 
  • Knowledge of contract costing structure (including CLIN and SLIN) and how it correlates to project accounting. 
  • Knowledge of contract/billing types and the treatment of each. 
  • Demonstrated knowledge of government compliance requirements and the Contract Audit Manual (“CAM”). 
  • Knowledge of differences between direct and indirect cost and proper classification of both. 
  • Demonstrated expertise in a variety of the field’s concepts, practices and procedures. 
  • Intermediate skills in Excel; advance skills preferred. 
  • Ability to apply extensive experience and judgment to plan and accomplish goals. 
  • Must possess strong written and verbal communication skills. 
  • Ability to work in a professional manner with team members and interface with customer and external auditors.
