About this role

Provide project engineering, planning, facility energy program, and systems expertise to identify and oversee improvement projects and quantify cost estimates and energy savings/performance. The Engineer Project Manager will be involved in a wide variety of projects including Resource Efficiency Program, Facility Sustainment Restoration and Modernization (FSRM), MILCON, HVAC, Combined Heat and Power plant, natural gas plant operations, and a solar energy farm, among many diverse facilities.

Compensation & Benefits:

Estimated Starting Salary Range for Engineering Project Manager: $80,000, Pay commensurate with experience.

Full time benefits include Medical, Dental, Vision, 401K and other possible benefits as provided. Benefits are subject to change with or without notice.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Includes the following:

  • Work closely with the contracting office and the Contracting Officer Representative (COR) to provide technical advice and help manage a 30-month FSRM A&E contract.

  • Works with government personnel and data systems to identify, propose, and plan for energy savings projects. These may include improvements to existing facilities, operational changes, or new facilities/equipment. 

  • Collaborate with government personnel and data systems to identify, propose, and plan energy savings projects (improvements to existing facilities, operational changes, or new facilities/equipment).
  • Work closely with the COR and the FSRM contractor to receive and manage deliverables, review invoices, manage files, proactively reply to issues and emails as requested by the COR, and provide recommendations to the government to optimize process and performance outcomes.

  • Reviews technical plans and designs developed by others to identify energy impacts, and propose solutions. 

  • Collects, analyzes and prepares a strategic investment program for Misawa AB and its GSUs conforming to both Air Force and Office of Energy Management (OEM) policies and procedures.

  • Collects, documents, and analyzes the consumption and cost data from both private and public generated power and utilities. 

  • Develops a database, trend analysis, decision briefs and executive reports utilizing industry expertise for energy conservation and resiliency projects and measures. 

  • Conducts energy audits IAW DoW, Federal Energy Management Program (FEMP), EISA 432 (2007) Air Force policies and guidelines. 

  • Facilitates and provides data requested for all DoW energy data calls. 

  • Analyzes energy data and trends, identify energy conservation and resiliency opportunities and complete all inputs, documentation and advocacy utilizing Air Force systems for Building Life Cycle Cost (BLCC) analysis and submission of annual Program Objective Memorandum (POM). 

  • Develops training and training aids to the US and Japanese Government personnel for efficient implementation of the aforementioned deliverables

  • Performs technical analysis to support strategic decision making, technology evaluation, innovative technology assessment, or other expert analysis of non-routine enterprise-wide programmatic or technical issues.

  • Performs other job-related duties as assigned.

SUPERVISORY/MANAGEMENT AUTHORITY

Provide mentorship, peer review assistance, and technical and professional leadership to colleagues.

EDUCATION AND EXPERIENCE

  • Bachelor’s Degree from an accredited school in a relevant degree, preferred. 

  • 5 years’ experience within the last 10 years, focusing on engineering and energy project management.

  • Preferably includes familiarity with Asset Management principles and FSRM Program Business Rules.

  • Ability to obtain and maintain a US Air Force NACI/SF85 for unescorted access to controlled areas. 

  • Excellent communication, computer, and data management skills required. Experience with facility-related data systems (e.g., TRIRIGA/NexGen, GEOBASE, Builder, etc.).

  • Demonstrated professional-level ability to work with engineers, contracting, contractors, energy management, and end-users to collect data, present findings, and recommend alternative courses of action.

  • Experience working with US military/DoW facilities in Japan.

  • Experience with power generating systems is a plus.

  • Must pass pre-employment qualifications of Cherokee Federal

KNOWLEDGE, SKILLS AND ABILITIES

  • Analytical skills relevant to analyzing energy performance and cost savings.

  • Familiarity with engineering and facility plans and documents.

  • Project management of complex, interconnected US facilities.

  • Demonstrated record of accomplishment of working across disciplines such as contracting, engineering, finance, contractors, and stakeholders to proactively manage project cost, schedule, and quality.

  • Ability to obtain and maintain a US Air Force NACI/SF85 for unescorted access to on-base facilities and access to government computer systems.

  • Excellent English communication and computer skills. 

  • Knowledge of Air Force Corporate Facility Standards (AFCFS), United Facilities Criteria (UFC), United Facilities Guide Specifications (UFGS), and Air Force Instructions (AFIs), SMS BUILDER Database, PACES, TRIRIGA, Federal Energy Management Program (FEMP), EISA 432 (2007) Air Force policies and guidelines.
