Summary

The Site Lead’s primary duty is to ensure the contractor meets its contractual obligations. The Lead is responsible for exercising leadership, maintaining high morale, directing, and inspecting the performance of security personnel assigned to their site. This includes overseeing the scheduling of work distribution and training, answering questions related to work, and solving problems. The Lead is the direct daily liaison between Navy officials and the contractors.

Responsibilities

  • The Lead reports all morale-related issues to the Director, including anything affecting performance or image.
  • Manages instructions and training for security personnel, ensuring familiarity with duties and facility.
  • Ensures officers understand new or changed instructions; PM oversees this process.
  • Accounts for proper equipment use and maintenance at the site.
  • Maintains accurate employee records (time, attendance, disciplinary actions, status changes).
  • Manages staffing to ensure full post coverage, including during absences.
  • Reviews written reports for clarity, accuracy, and completeness before distribution.
  • Notifies the Director promptly of emergencies or unusual situations per policy.
  • Audits logbook entries for completeness and accuracy.
  • Ensures major incidents are documented in separate reports and reviews them prior to distribution.
  • Reports any Navy-official changes affecting post orders to the Director for approval.
  • Keeps post orders current and accurate.
  • PM recommends promotions/commendations to the Director.
  • Maintains an updated operations manual with post orders and contact information.
  • Directs personnel during emergencies and resolves disputes among officers.
  • Informs the Director of significant security staff matters.
  • Manages discipline and professional conduct among officers.
  • Prepares injury and incident reports for submission to the Director and client representatives.
  • Investigates work deficiencies and submits findings to the Director.
  • Consults the Director before terminating or transferring employees, submitting supporting documentation.
  • Keeps the Director informed of availability outside normal hours.
  • Immediately reports complaints of discrimination, harassment, or unfair labor practices to the Director.
  • Maintains daily communication with officials to meet contract terms.
  • Conducts unannounced performance inspections on all shifts.
  • Develops and administers site-specific tests to assess officers’ knowledge.
  • Available by phone after hours for guidance.
  • Follows all company and safety policies.
  • Oversees and supervises security personnel at Maizuru and Atsugi sites.
  • Other duties as assigned

Qualifications

  • Minimum of ten (10) years of physical security experience in increasing levels of supervisory responsibilities or BS/BA degree preferably in a law enforcement discipline and 5 years of physical security supervisor experience. 
  • Extensive supervisory experience preferably with a civilian police force, military police force, or civilian security guard organization. 
  • Must have a valid US driver’s license 
  • Must have a valid US Passport 
  • Must have an active DoD Secret Clearance 
  • Completed a bona fide law enforcement course of instruction. 
  • Successfully completed all training and have obtained all required permits, licenses, certifications, and security clearances for the site.  
  • Ability to effectively multi-task and prioritize. 
  • Ability to work on projects independently and as a team player. 
  • Strong analytical and technical writing skills. 
  • Strong working knowledge of word processing, spreadsheet, and database programs. 
  • Must speak, read, write, and understand English. 
  • Honorably discharged/retired from the military preferably as a MP.  
  • In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States and to complete the required employment eligibility verification document form upon hire.

 

Knowledge, Skills and Abilities:

  • Skill in operating a personal computer and standard office equipment. 
  • Must have proficiency in a variety of computer software applications in word processing, spreadsheets, database, (MSWord, Excel, Access, PowerPoint), and Outlook. 
  • Writes clearly and informatively; Edits work for spelling and grammar; Varies writing style to meet needs; Presents numerical data effectively; Able to read and interpret written information.

  • While performing the duties of this Job, the employee is regularly required to sit and talk or hear. The employee may use repeated motions that include the arms, wrists, hands and/or fingers. Specific vision abilities required by this job include close vision.
