The Engineering & Development Manager will serve as a senior technical leader supporting DARPA’s IT modernization, Zero Trust, cloud adoption, and advanced networking initiatives. In addition to direct technical contributions, this role is responsible for leading and mentoring a team of solutions architects and engineers, ensuring alignment with mission priorities and architectural standards. The position requires translating mission requirements into secure, scalable, and compliant technical solutions across multi-cloud, hybrid, and classified environments, while engaging directly with DARPA leadership, cross-directorate stakeholders, and external partners.


Responsibilities

  • Lead design of secure, scalable architectures spanning AWS, Azure, and on-premises systems in IL2–IL6+ / air-gapped environments.
  • Manage, mentor, and develop a team of solutions architects, setting priorities, reviewing designs, and ensuring quality across deliverables.
  • Develop reusable architectural patterns for multi-cloud integration, hybrid connectivity, and workload migration.
  • Maintain architectural alignment with NIST, DoD, and IC compliance frameworks.
  • Review and approve solution designs from engineering teams to ensure technical consistency and mission alignment.
  • Support Agency in establishing, documenting, maintaining, and maturing an Engineering program that complies with DoD / Agency guidance and meets unique requirements.
  • Provide leadership and technical implementation expertise in the design, development, and governance of Service-Oriented Architectures, Web-Oriented Architectures, and Managed Hosting and Cloud Computing Architectures.
  • Provide subject matter expertise to ensure products meet enterprise technology standards for conducting, sustaining, and adapting to the mission.
  • Produce high-fidelity diagrams and design documentation for technical and non-technical audiences.
  • Analyze and create project scope and milestones for several company initiatives.
  • Actively seek to resolve any concerns while adhering to the company policy and standards of behavior.
  • Conduct an assessment of the Agency portfolio from multiple perspectives to identify, document, and support analytic reporting recommendations on architectural alignment, investment composition, segment architectures, and changes to the target architecture.
  • Manages Product Teams and coordinates projects with engineering and technical personnel.
  • Leads teams in the development of new solutions and processes.
  • Oversees project logistics and resource allocation.
  • Other duties assigned.

Qualifications

  • Bachelor’s degree in computer science/ engineering, or related field from an accredited university.
  • 15+ years of full-time work experience, including 5+ years of current applicable experience in DoD
  • 10+ years' experience managing teams and enterprise systems across multiple IT disciplines, including data center, cloud IaaS through SaaS, hybrid cloud, campus and enterprise networking, DevOps (5+ years), DevSecOps (5+ years), containers, micro-services, and virtualization solutions.
    • Demonstrable experience in project management and successfully leading engineering teams.
    • Experience within the relevant industry is a significant advantage.
  • IAT/IAM Level II or III Certification.
  • Active Top Secret with the ability to obtain TS/SCI clearance

  • A deep understanding of core engineering principles and best practices
