Position Purpose: Provides overarching leadership and guidance on related large programs and projects (both waterfall and agile) with a view to improve the project performance and consistency of delivery. Sources project managers and scrum masters and provides oversight and remediation to troubled projects. Delivers, measures, and manages project performance in addition to providing input and collaboration on interdependencies within the projects and other programs.

  • Leads multiple complex IT programs to successful delivery across technical, schedule, cost, quality, and regulatory commitments
  • Drives Medicaid governance and execution discipline, including status reviews, risk/issue escalation, dependency management, intake, prioritization, and lifecycle oversight (Exploration → Planning → Delivery)
  • Ensures compliance with Medicaid regulatory and state-mandated requirements, partnering closely with Compliance, Health Plans, and delivery teams
  • Provides leadership and mentorship to program managers and coordinators while supporting project scoping, requirements, design, and technical documentation
  • Partners cross-functionally with CIO leadership, Market Technology Leads, PMO, Product, and Engineering to deliver portfolio transparency, identify systemic risks, and continuously improve delivery performance
  • Plans, controls, and manages the delivery of multiple large, complex enterprise IT programs to meet the agreed business needs, acquiring and utilizing the necessary resources
  • Plans, manage, and implement programs from initiation to final operational stage including lessons learnt
  • Evaluate, align, and integrate technical and business requirements and project plans to establish the program framework
  • Leads multiple project scopes and successful execution within technical, schedule, cost, and quality commitments
  • Provides direction to the project teams in areas of customer concerns, potential changes in scope, and risk assessment
  • Provides insight and recommendations during project execution and implementation to remediate issues
  • Reviews and assess vendor statements of work and estimates
  • Determines, monitors, reviews, and reports on all program attributes including program costs, operational budgets, staffing requirements, resources, quality, and risks
  • Provides periodic project updates (Program Status Report) of current situation relating to milestones and problem/high risk areas (e.g., technical, cost, and schedule); provide updates to the IT leadership team and the business units
  • Shares knowledge and develops team capabilities to strengthen understanding of IT and enterprise industry and business issues and best practices
  • Identifies areas for improvement, share lessons learnt across the firms’ IT project teams, and encourage others to do the same
  • Communicates regularly with functional and IT leaders to ensure enterprise alignment and support
  • Establishes client relationships
  • Mentors/coaches program managers and program coordinators
  • Scopes new projects, including participating in requirements and design sessions, where appropriate
  • Prepares technical reports and documentation to meet plan requirements
  • Performs other duties as assigned
  • Complies with all policies and standards

Education/Experience: Requires a Bachelor's degree and 5 – 7 years of related experience.

Or equivalent experience acquired through accomplishments of applicable knowledge, duties, scope and skill reflective of the level of this position.

Technical Skills:

One or more of the following skills are desired.

  • Experience with Microsoft Office
  • Experience with Project Management
  • Experience with Risk Management
  • Experience with developing, monitoring and managing project budgets and schedules
  • Experience with Service Now
  • Experience with portfolio management tools (e.g., ServiceNow, JIRA, Clarity)
  • Experience building or maintaining operational dashboards (Power BI, Tableau, or Excel-based reporting)
  • Familiarity with regulatory or compliance-driven initiatives, preferably in Medicaid/Medicare/Marketplace
  • Strong understanding of project financials (capital vs. expense, budgeting, forecasting)

Pay Range: $121,500.00 - $224,900.00 per year

Centene offers a comprehensive benefits package including: competitive pay, health insurance, 401K and stock purchase plans, tuition reimbursement, paid time off plus holidays, and a flexible approach to work with remote, hybrid, field or office work schedules.  Actual pay will be adjusted based on an individual's skills, experience, education, and other job-related factors permitted by law, including full-time or part-time status.  Total compensation may also include additional forms of incentives. Benefits may be subject to program eligibility.
