Summary

Apply information technology to allow maximum benefits for the organization. Support, design, procure, implement and optimize information systems for departments. Define and provide recommendations to departments, and work with management to provide successful outcomes of patient care as well as meet financial goals of the health system.

Major Job Functions

The following is a summary of the major essential functions of this job.  The incumbent may perform other duties, both major and minor, that are not mentioned below.  In addition, specific functions may change from time to time:

  • Provide project management for various levels of projects requiring Information Services & Technology involvement

  • Responsible for proficient use of project management tools, ability to perform time and cost estimates, detail analysis, specification, development, implementation, integration and maintenance of the assigned set of systems and programs

  • Determines (or assists in determining) all tasks and appropriate timetables for each project to accurately anticipate timelines of day-to-day activities and projects

  • Work with programmer(s) and/or solutions vendor to implement design specifications

  • Assign (or assists in assigning) tasks to project team members to ensure that the most appropriate person or department is responsible for achieving goals

  • Update superiors and associates of any problems that may affect the time constraints of a project and on the status of projects and action items to ensure delivery and coordination across teams

  • Develops detailed test plans and completes rigorous testing

  • Budget reconciliation of projects

  • Provide technical assistance and training to user staff and to programming and operations personnel

  • Maintains in-depth knowledge and understanding of applications managed by the team

  • Other duties as assigned

Minimum Qualifications

The following qualifications, or equivalents, are the minimum requirements necessary to perform the essential functions of this job:

Education and Formal Training

  • High School Diploma or equivalent required

  • Bachelor’s degree in computer science, business administration or related field required OR 8 years of work experience in lieu of degree required

  • Valid North Carolina driver's license required

Work Experience

  • 3 year's work history demonstrating knowledge in system analysis of business applications or a related field involving organization and procedures analysis required

  • 1 year healthcare experience required

Knowledge, Skills, and Abilities Required

  • Excellent analysis and testing skills including data gathering, problem solving, and test plan creation and execution

  • Experience using structured methodologies for the design, development, testing, implementation and maintenance of applications

  • Ability to effectively manage multiple activities of varying complexity while under time constraints

  • Familiarity with change control methods and experience setting priorities and communicating change impacts with diverse users

  • Customer service focus and ability to manage expectations with the attitude of recommending solutions rather than presenting problems

  • Exceptional problem solving, communication, documentation and presentation/ facilitation skills, with strong detail orientation, and above average interpersonal skills with the ability to build effective relationships within IT and with business partners

  • Excellent organizational, decision-making, negotiating, and analytical skills with the ability to influence outcomes

  • Ability to work both independently and within a team environment

  • Ability to formulate and define system scope and objectives based on both user needs and a good understanding of clinical and/or business requirements to support the strategic vision and goals of the health system

  • Ability to work with user staff to complete build of applications and ensure end-users are properly trained using a Train the Trainer methodology

  • Ability to apply standard and nonstandard technology applications as well as explore and adapt to changing technologies

  • Ability to monitor and track highly detailed and moderately complex projects, systems, and data analysis

  • Proactively recognizes needs, anticipate outcomes and consequences of different approaches and makes necessary modifications to plans to achieve desired outcome

  • Independently learns appropriate techniques to apply and adapt new ideas in related, different or changing situations

  • Aware of current information technology; ability to apply this knowledge to meet operational needs

  • Ability to develop functional working knowledge of systems and to integrate this knowledge to achieve innovative solutions

  • Independently plans and manages projects, including resources, staff, goals

  • Effectively handles and completes assignments, including overseeing completion of assignments of others

Physical Requirements

  • Hearing and verbal ability to interact professionally with staff, managers and vendors

  • Visual acuity to deal with computerized displays and printouts

  • Manual dexterity to use standard keyboard

  • Ability to respond to remote locations
