PRIMARY FUNCTION
The Program Analyst will provide support to the Program/Project Managers and Staff. 

ESSENTIAL FUNCTIONS
•    Performs qualitative and quantitative analyses with concentration in Budget/Risk Analysis, management of cost, schedule, and performance metrics, report generation, interpretation and execution of milestone requirements, deliverables, and risk-identification and management techniques at both the project and program level
•    Plan, establish, and review contracts, programs, policies and procedures.  Research and resolve contract issues
•    Performs analyses and provides recommendations on matters related to contract performance.
•    May be required to update and monitor overhead budgets
•    Collects, analyzes and reports data
•    Makes recommendations based upon quantitative and qualitative analyses
•    Performs research tasks to obtain various types of data which is analyzed to derive relationships involving system parameters, schedules, and cost variations.
•    Develops or compiles project status reports, coordinates project schedules, as well as identifies and resolves project problems.
•    Exhibit a thorough understanding of DoD FAR and DFARS 
•    Coordinates project activities and ensures all project phases are documented appropriately
•    Assists with developing price quotes of projects
•    Writes proposals and forwards to Program Manager for final approval before processing
•    Develops and processes Contract Data Requirements list (CDRL) items for customer delivery
•    A degree of creativity and latitude is required with general supervision

SUPERVISORY RESPONSIBILITIES
This position does not have supervisory responsibilities. This position has the responsibility and authority to carry out assigned tasks.

QUALIFICATIONS: 

•    Must have Bachelor Degree with 0-2 years of task related experience in Defense Program Analysis or Master’s Degree with no experience. Desired Degree in Business, Management, Engineering, or Science
•    Experience with military standards and specifications preferred 
•    Previous technical writing and proposal writing experience
•    Proficient in the MS Office Suite, Microsoft Project, Excel, Access, Outlook, and Word 
•    Must be able to obtain and maintain Government Security Clearance
