The Opportunity:
We are seeking a skilled Technical Engineering Manager to support the Operational Medicine Information Systems – Army (OMIS-A) in Ft. Detrick, Maryland. The role focuses on Operational Health Information Technology (OHIT) application systems used to document medical care.

  • The Lead Engineer/Agile Manager Technical Lead manages the Engineering Team and facilitates cross-functional group collaboration between Engineering, Cyber and Support Teams and liaises with Government personnel associated with OMIS-A.
  • The Lead Engineer/Agile Manager should possess knowledge of PII and PHI compliance.
  • Expert knowledge of rapid Agile/DevSecOps development and integration of software solutions and translating medical requirements to medical capabilities and architecture.
  • Knowledge of the Army’s 10 medical functions is required. Life cycle management and Risk Management Framework (RMF) that pertain to Operational Medicine is required.
  • Expert knowledge of DoD and Army legacy and future Operational Medical software applications suitable for documenting medical care is desired.



Responsibilities:
  Liaise between contracting teams and Government in cooperation with other agencies.
   Manage the Engineering Team and facilitate cross-functional group collaboration between Engineering, Cyber and Support Teams.
   Provide engineering expertise to the DevSecOps teams and manage resources that contribute to the development effort. Participate in daily scrum meetings to stay informed on the development progress and activities.
   Oversee Agile/DevSecOps and testing for COTS and GOTS hardware and software products for Operational Medicine.
   Translate medical requirements into Operational Medicine capability, software development, or technical specifications.
   Define capability requirements specific to the Army’s 10 medical functions in collaboration with government agencies and translate medical requirements into Operational Medicine capability, software development, or technical specifications.
   Identify and manage technical/architecture risks for operational medicine.
   Document architecture views for Army applications according to Department of Defense Architectural Framework (DODAF) specifications.
   Provide application specific documentation for Software Design and Concept of Operations.
   Apply knowledge of personally identifiable information (PII), protected health information (PHI) and electronic protected health information (ePHI) in compliance with requirements that correlate to electronic software development and systems architecture.


Qualifications:
Required: 

   Education: Bachelor of Science degree Computer Science, Data Science, Math, or a Medical field with 8 years of experience.
    Experience in medical or intelligence organizations.
    Experience with US Government cloud environments.
    Experience with SAFe Agile Framework

    Operation of the Defense Acquisition System DoDI 5000.02
    Armed Services Medical Regulating DoDI 5154.06
    HIPPA Security Rule 45 CFR Part 150 and Part 164 Subparts A and C of the Health Insurance Portability and Accountability Act (HIPPA) and HIPPA Privacy Rule, Rules and Health Information Technology for Economic and Clinical Health (HITECH)
   The Privacy Act of 1974 2022 edition, E-Government Act of 2022 - privacy assessment (PIA), U.S. Department of Health and Human Services for Civil Rights (OCR), Department of Defense (DoD) Privacy and Civil Liberties Programs (DoD instruction 5400.11)
    DoD implementation of HIPPA Privacy Rule in DoD Health Care Programs (DoD Manual 6025.18) and Security of Individually Identifiable Health Information (IIHI) in DoD Health Care Programs (DoDI 8580.02)

Pay Range: There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. The proposed salary range for this position is:

$94,400 - $198,200
