Overview

Responsible for all employee relation actions in BronxCare Health System and Dr. Martin Luther King, Jr. Health Center. Investigates incidents, implement disciplinary actions and process grievances for the agency. Develop and enforce policies and procedures for the hospital.Represent the hospital in the collective bargaining process.

 

Responsibilities

1. Responsible for the labor activities of the management groups of BronxCare Health System and the Dr. Martin Luther King, Jr. Health Center. 

2. Meet and advise all supervisory staff on all labor matters.  Represent the hospital in the collective bargaining process.

3. Responsible for the operations and coordination of all legal actions and cases challenges for employment and labor both internally and externally.

4. Provide reinforcement of new and modification of employment/labor laws.Oversee all internal investigations, working with Labor Relations staff to make sure all internal processes are being followed, consult and review for high profile and difficult cases to assure appropriate application. 

5. Act as a Step III hearing officer.  Resolve and/or settle cases where possible, attend arbitrations and/or trials. 

6. Serve as a liaison between management and labor.  Assuring the consistency application of policy and practice.  Represent organization at Human Rights, EEOC, Arbitration and other legal venues.  Maintain relationship with outside counsel, manage the cost of legal utilization and litigation.

7. Respond to EEO/Human Rights complaints.  Write position statements and mediate cases where possible.  Attend fact-finding sessions as necessary. 

8. Coordinate the filing of legal cases with BCHS professional liability insurance vendor, monitor cost and contract renewal. Provide Labor Relations training to supervisory staff through departmental training sessions and the new management-training seminar. 

9. Help coordination of special training after investigations or employment actions in specific departments

10. Manage the daily operations of the Labor Relations department which includes the monitoring of staff’s performance evaluation, time and leave, customer services and service recovery of the labor relations services, management of all correspondence and communication, relationships with all union leadership to assure positive relationship, mentoring of staff.

11. Train and supervise Manager – Labor Relations to investigate incidents and to provide guidance on complex issues as needed.Scrutinize Unemployment Insurance cost. Monitor legal expenses.

12. Review with Labor staff the responses for unemployment with the difficult cases to assure the timeliness and accuracy. Review the performance of the Industrial UI vendor’s performance to assure the overall success of the unemployment process.

13. Ensure that Departments/Areas comply with legal and regulatory requirements, maintain appropriate documentation to support compliance requirements. Assists managers with interpretation of employment laws, personnel policies, and collective bargaining agreements.Management of the Union leadership and delegate relationships for all the Union representations here at BronxCare.

14. Oversee the management of all labor/management committees and works closely with the union leadership to build trust, respect and collaboration for the success of the organization and union partnership

Qualifications

  • Seven plus (7+) years of direct labor relations experience with exposure to not-for-profit union setting
  • Five plus (5+) years in increasingly responsible experience in hospital management
  • Strong labor Relation strategic, critical thinking and resolution processing skills.
  • Bachelor’s required, Masters prefered
