The Regional Procurement Manager is responsible for directing strategic procurement governance and operational frameworks for BlueScope North America. This role implements and executes category management leadership for key regional and indirect spend categories. The manager directs the procurement team to achieve operational excellence and value through the execution of systems and process improvement initiatives. They lead investment in and implementation of advanced procurement competencies, including negotiation frameworks, reporting, and data analytics, to enable superior decision-making and opportunity realization across procurement teams.
Additionally, this role is accountable for executing optimal commercial solutions for externally sourced goods and services in nominated indirect categories, such as travel, industrial consumables (MRO), IT, and HR. The manager directs the development and implementation of category strategies, sourcing and improvement initiatives, contract and supplier relationship management, and stakeholder engagement. They advise and support North American procurement teams in driving cost efficiency and uplifting key procurement processes.
As a senior member of the North America Finance Team, the manager enables, coordinates, and directs indirect procurement opportunities to elevate performance across the supply chain, fostering a culture of high performance, sustainable and responsible sourcing, trust, and robust governance.
Business leadership objectives
Direct the procurement team to implement operational efficiency and value through systems and process improvement projects.
Lead the procurement function’s investment in and execution of key competencies, including Negotiation Frameworks, Reporting and Data Analytics, Sourcing, and Category Management.
Champion responsible sourcing and supply chain sustainability initiatives.
Ensure the development and implementation of management systems for risk, compliance, and governance standards. Serve as the Procurement Management representative for ISO9001 and ISO14001 compliance.
Drive the team to proactively identify and execute opportunities for EBIT improvement.
Provide executive leadership, coaching, and development to the team.
Cultivate strong network relationships internally and externally to ensure leading practice.
Ensure all regulatory and governance requirements are met.
Business Engagement and Data Analysis
Build trusting relationships with key stakeholders to inform and direct effective RFQ processes.
Direct the collection and analysis of purchasing data, supplier performance, and market trends to identify and implement cost reduction and process improvement opportunities.
Supplier Evaluation, Commercial Negotiation & Vendor Management
Direct supplier assessment, negotiation and selection, ensuring compliance with company policies and international standards.
Develop and implement robust supplier management programs, including performance evaluations and collaborative initiatives.
Establish and support strong vendor management practices across North America.
Compliance and Quality Assurance
Ensure all procurement activities comply with company policies, standards, and international financial reporting standards.
Strengthen compliance and implement risk management strategies to mitigate supply chain disruptions and ensure ethical sourcing.
Cost Management
Develop and execute strategies to achieve cost savings and improve procurement efficiency.
Direct strategic sourcing and negotiation to deliver measurable cost savings.
Create and prioritize a pipeline of procurement opportunities, engaging business leaders for implementation.
Develop metrics to evaluate effectiveness and savings delivery.
Stakeholder Collaboration
Working closely with various departments, including finance, IT, and operations, to ensure alignment on procurement strategies and goals.
Work with legal teams and internal audit on contract management areas as required
Direct and establish governance frameworks for contract lifecycle management—covering both renewals and new agreements—that allow business teams to self-support routine activities under clear guidelines. Actively engage in large or complex spend initiatives to provide strategic oversight, negotiation expertise, and alignment with enterprise procurement goals
Process Improvement
Continuously direct improving procurement processes and systems to enhance efficiency and effectiveness.
Integrate sustainable sourcing into the procurement process. Goal to source environmentally friendly products, reduce waste, and promote sustainable practices among suppliers.
Identify and execute contract amendment opportunities
Lead supplier compliance activities common across Business Units and in conjunction with Group Procurement: Code of Conduct, Responsible Supply Chain
Program manage execution of opportunities and assist Business Units with specific issues
Develop and implement the regional procurement operating model and framework to drive efficiencies and ensure an appropriate balance in delivering regional vs business benefits.
Required Qualifications & Experience: To be considered for this position, you must possess the following qualifications:
Tertiary qualifications to support professional evaluation and judgement. This should include 10+ years supply chain/procurement or related professional experience.
Proven ability to direct multi-project environments, including competence in analysis, identification and interpretation of information from various often disparate systems / sources with a clear view towards commercially viable solutions for rectification.
Experience advising and/or reporting to senior leaders on opportunities for improvement.
Experience / Insights in developing, implementing and executing procurement and/or supply chain strategies and frameworks.
Knowledge of and experience in identifying and evaluating potential suppliers, negotiating contracts, and manage supplier relationships.
Demonstrated effective stakeholder engagement and collaboration at all levels of the business and across business units
Experience in the development, negotiation, implementation and management of complex contracts
