This is an exciting opportunity to join our Leasehold and Home Ownership Team at Birmingham City Council. 

BCC is committed in providing a customer focused leasehold management service to 6500 leaseholders across the city. This role will be responsible for delivering a high-quality service to service charge payers and stakeholders. This role will work collaboratively with colleagues and teams across BCC to support and contribute to the delivery of a high-quality, streamlined, compliant Section 20 consultation service.

Responsibilities:

  • To Lead on Section 20 consultations across the city for all BCC residential blocks that require Major Works, Long Term Agreements, and Services
  • Lead on proactive pre-engagement with leaseholders, contractors, Council teams, and Councillors across various wards and communities, which may include evenings.
  • To respond effectively to S20 Consultation Observations within the statutory timescales. 
  • Work with the Service Charge team in preparation of Section 20b notices within statutory timescales to protect the financial position of the Council.
  • Responsible for raising Major Works charges on the Housing system. Issuing invoices to leaseholders in line with lease requirements, financial caps, and in a timely manner.
  • Delivering a customer-centric service to service charge payers, dealing with their written observations, resolving customer queries and working with internal colleagues to ensure the resolution of complaints, disputes, and dissatisfaction.
  • Supporting the development and embedding of new IT systems to support the delivery of Section 20 consultation and Major Works
  • Maintain strong relationships with key stakeholders and provide accurate advice and information about Section 20 consultation, QLTA’s and Section 20b notices.

Driving license is also desirable for this post as the role is community based.

The successful candidate must have strong IT skills. This is a customer facing role so excellent customer service skills will be required. The successful candidate must have excellent organisational skills, communication skills (written and oral), and financial and numerical skills. The successful candidate will assist and support the development and implementation of new IT, new operational working processes and procedures. This role requires knowledge and experience of leasehold law, regulations, and legislation relating to Section 20 and 20b.
