General Description

The purpose of this position is to manage the design, and construction of county roads; to review the land development activities in unincorporated areas of the county. Under the limited direction of Commissioner’s Court, this position is responsible for providing engineering recommendations and expert advice to the Commissioners Court for road and drainage improvements, capital improvements, urbanization regulations, and major county projects. This position is expected to operate with initiative and independent judgement.

The County Engineer is responsible for County compliance with state, federal, and local employment laws and requires extensive knowledge of civil engineering, project management, and public administration with a strong focus on delivering solutions that meet the County’s needs.

This position is accountable for leading the long-term planning activities in support of the County vision as outlined, directed, or arrived at through collaboration with the county leaders.

Duties and Responsibilities

The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.

• Sets the vision and objectives of the County Engineer department.

• Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals of the County Engineer department in accordance with the Bell County policies and procedures.

• Plans, coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.

• Provides leadership and input on the County’s Master Thoroughfare Plan.

• Maintains and publishes Bell County Master Road list.

• Reviews permits for utility in the right-of-way.

• Manages contracts with external engineering and geotechnical firms in accordance with Bell County policies and procedures.

• Responsible for daily administration of design, and construction of county roads, drainage facilities and development throughout the county. Assists in developing maintenance best practices to be implemented throughout the county. Monitors and reports progress to Court.

• Assists and/or leads the development and maintenance of complex long-range plans related to subdivision development, transportation needs, and infrastructure improvements throughout the county.

• Reviews subdivision plats, civil construction plans, and utility installation requests for compliance. Presents all plats and construction plans to Commissioners Court for approval.

• Receives citizen requests and questions regarding regulations and issues for which the department is responsible.

• Assists Precinct Commissioners with road, drainage, and other county infrastructure projects within their respective precincts.

• Supervises and trains employees regarding utility installation, construction inspection quality control, engineering design processes, and management.

• Prepares, submits, and manages annual budget for department.

• Prepares plans, specifications, and estimates for capital improvement projects.

• Interprets and provides input on potential amendments to the County development/engineering regulations and procedures.

• Collects appropriate survey data for engineering projects.

• Directs and accounts for the Storm Water Management program, and responsible for Flood Plain management in the unincorporated urbanized areas of Bell County.  Serves as floodplain administrator of the unincorporated areas of the county. Prepares information and makes recommendations for adoption and amendments to a Floodplain order, drainage, and county infrastructure requirements and standards.

• Works effectively and collaboratively with all County personnel, external customers, and elected/appointed officials and other stakeholders in coordination of various county projects.

• Coordinates with other departments (EMC, Fire Marshal, and Sheriff) to support emergency response

• Serves as the liaison between the Commissioners Court and the Texas Department of Transportation (TxDOT) and provides input to TxDOT projects in the County.

• Meets with various state agency representatives, local political subdivisions, public and private interest groups to plan and develop work programs and support transportation systems planning and services.

• Negotiates solutions or alternatives to county infrastructure problems while ensuring compliance with rules and regulations that apply.

• Regularly attends County Commissioners Court meetings and work sessions to present department activities, recommendations, requests, budget and projects.

• Represents the County at intergovernmental bodies, conferences, and other interested groups.

• Attends professional development workshops and conferences to keep abreast of trends and developments in the engineering field related to county infrastructure, drainage, etc.

• Keeps regular onsite attendance and always maintains professionalism.

• Performs special assignments, research, projects, tasks, or other duties as assigned by County Judge/Commissioners Court; these duties may require complete confidentiality.

Minimum Education, Experience, Technical, and Soft Skill Requirements:

• Requires a Bachelor’s Degree in Civil Engineering or related field, supplemented by six (6) years of progressively responsible public works, municipal engineering or closely related experience; or possession of any equivalent combination of education, training, and experience.  Must possess and maintain a valid state driver’s license with an acceptable driving history.

• Requires a Texas Professional Engineer license.

• Possess excellent communication (verbal & written), intrapersonal, and strong organizational skills. 

• Ability to establish and maintain effective working relationships with supervisors, co-workers, vendors, outside agencies, and the public. This includes the ability to resolve conflicts, and to engage key stakeholders to proactively implement vision and solutions for the county.

• Extensive experience in high growth area preferred.

• Demonstrated experience in stormwater management, drainage, and roads.

• Skill in effective technical report writing, preparation, and presentation.

• Ability to read, analyze, and interpret financial reports, and legal documents.

• Ability to respond to common inquiries or complaints from public, regulatory agencies, or members of the business community.

• Must possess intermediate knowledge of the following computer software programs:

ArcGIS, Cartograph, AutoCAD, mygovernmentonline.com, Microsoft Access, Excel, Outlook, Publisher, Word, and other related engineering software.

Physical Demands:

• Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.
