Subject Matter Expert (SME) Acquisition Management / Strategic Planning Analyst

LOCATION: El Segundo, CA

JOB STATUS: Full-time 

SALARY: 180,000 to 230,000

CLEARANCE: TS/SCI

TRAVEL: 10%-15%

 

Astrion is seeking a highly skilled professional to be responsible for assisting the government Flag level Director/Deputy Director with Acquisition Management and Strategic Planning Support in the Space Systems Command Space Systems Integration Office (SSIO, SSC/BZ).

 

REQUIRED QUALIFICATIONS / SKILLS

  • At least 15 equivalent years of experience performing acquisition management and planning activities in the government (military and/or civil servant), federally funded research and development center, or government support Contractor arena; the 15 years must include duties/assignments specifically in support of space acquisition programs at a senior to SME level.
  • Bachelor’s degree (BA/BS) in management, Business, Acquisition, Economics, Finance, Accounting, Mathematics, Engineering, Technology, Engineering, and Operations Research, is required. Master’s degree preferred.
  • Active DoD Top Secret Clearance w/SCI and SAP eligibility required.
  • Knowledge of various quantitative techniques used to analyze data, develop models, interpret results and brief senior level DoD leadership.
  • Must be able to work independently, as well as with a team, on time-sensitive high visibility tasks.
  • In depth knowledge of the Planning, Programming, Budget and Execution cycle of the Department of Defense.
  • Excellent written and verbal communication skills.
  • Strong analytical skills and problem-solving abilities.
  • Demonstrated knowledge of acquisition management regulations, practices, policies, and procedures associated with Major Defense Acquisition Programs.

RESPONSIBILITIES

  • Support all SSC/BZ Strategic Cell functions
  • Responding to internal and higher headquarters tasking in the creation of Program plans, organizational culture change management, organizational strategic plans, facility and resource management, and other special tasks provided by the leadership.
  • The analyst will also be required to coalesce data of multiple classifications to assess portfolio performance, aid in integration of the portfolio, and provide strategic messaging.
  • This is a critical opportunity to influence decision-making at the highest levels of the Department of Defense and directly support programs essential to national security.
  • Evaluate and support development of program documentation to include but not limited to acquisition strategies, systems engineering plans, Integrated Master Plans and Contract Data Requirements Lists for adherence to DoD and Air Force/Space Force policies and guidance.
  • Provide acquisition strategy recommendations.
  • Advise and assist in organizing and establishing Integrated Product Teams.
  • Analyze progress against program plans, schedules and budgets.
  • Provide program integration advice and assistance.
  • Develop strategic plans and devise process improvement strategies and execution.
  • Evaluate program plan for compliance with applicable DoD and Air Force/Space Force policies and guidance.
  • Draft and prepare written communication materials to include program acquisition point papers, briefings, articles, media releases, communication plans, and responses to requests for information, creation of Staffing packages.
