Organizational Setting and Reporting Relationship

This position is assigned within Office of the General Counsel (OGC), ADB's legal department. OGC is responsible for providing legal and policy advice to ADB's Board of Directors, its Management and client departments on operational and administrative matters and advises on methods to limit ADB's risk exposure appropriately. It prepares or reviews documents that create and define the legal rights or obligations of ADB, including financing and investment contracts.

Furthermore, OGC manages the Law and Policy Reform (LPR) Program which provides law and policy advice, capacity building and knowledge services to ADB Developing Member Countries (DMCs). The LPR Program is supported by a dedicated LPR Team which administers and implements technical assistance (TA) projects and provides other LPR services.

You will be part of the LPR Team and will be based at our Headquarters in Manila, Philippines.

You will report to the Designated Technical International staff and officer (senior/principal/lead, as applicable) responsible for managing the LPR Program and LPR Team.

Your Role

As Associate Legal Operations Officer, you will provide LPR Program portfolio administration leadership throughout the lifecycle of LPR TA projects from approval to completion, as well as provide LPR portfolio management support. You will work closely with the LPR Team and other OGC staff implementing LPR TA projects and LPR consultants and resource persons and guide them on the administrative aspects of LPR TA projects in compliance with ADB's policies, procedures and quality standards. Furthermore, you will support LPR Program portfolio updating, budget monitoring, funding applications, data management, and reporting obligations.

 

You will:

  • Serve as the primary focal point for LPR Program TA portfolio administration including proactively monitoring the portfolio of OGC LPR TAs including budget utilizations and disbursements and contract completion dates and extensions and guiding the relevant TA teams on next steps;
  • Provide proactive guidance to OGC staff implementing LPR TA projects, as well as LPR consultants and resource persons on TA administration issues including: (i) recruitment and onboarding of consultants, resource persons, and service providers; (ii) contract variations and payments; (iii) updating of project profiles and information in e-Operations System (eOps), Management Approval System (MAS) and other relevant ADB systems; (iv) monitoring TA budget utilization and disbursements including compliance with funding source requirements; (v) monitoring TA contracts including completion dates and extensions; (vi) preparing for missions and handle logistical arrangements for national and regional events; (vii) financial closure of TAs; (viii) preparation of TA completion reports; (ix) maintaining accurate records of TAs; and (x) knowledge management of key LPR TA "know-how" including capacity building materials;
  • Meet regularly with OGC staff implementing LPR TA projects and LPR consultants, resource persons and service providers to ensure effective and efficient administration of LPR TA projects;
  • Provide regular TA administration updates to the LPR Team and flag operational or administration issues to designated International Staff responsible for managing the LPR Program and LPR Team;
  • Proactively manage and monitor the creation, maintenance and updating of LPR TA SharePoint sites, iManage folders and other systems and databases to enable effective and efficient tracking and management by individual TA team leads as well as by the LPR Team.
  • Provide support for the effective and efficient LPR Program portfolio management including: (i) regular and accurate updating of the LPR Program master portfolio document; (ii) data management and updates in relevant ADB systems; and (iii) reporting obligations including LPR inputs to the OGC Quarterly Work Status Report and PPFD's Quarterly Portfolio Update and annual portfolio data analysis;
  • Contribute to the annual Work Program and Budget Framework and funding applications for LPR TAs;
  • Serve as an alternate OGC eOps, SovOps, and MAS superuser for LPR Program to ensure effective access and timely approval and updating of ADB systems and databases;
  • Support in preparing OGC's annual publishing pipeline related to LPR publications including coordinating with the Department of Communications and Knowledge Management and monitoring the publication budget;
  • Stay updated on ADB policies and procedures and systems and attend relevant internal trainings; and
  • Perform other duties that may be assigned including undertaking special projects in support of OGC's operations.


You will need:

  • Bachelor's degree, with a minimum of 5 years' relevant experience, with strong working knowledge of ADB's operational policies and procedures with specific emphasis on TA operation and administration preferably with advanced training
  • Strong coordination and communication skills, a collaborative team approach, and excellent organizational, analytical, and problem-solving abilities, with a proactive and resourceful mindset and strong English communication skills.
  • Excellent computer and digital literacy skills, including with Word, Excel and PowerPoint and virtual platforms, such as MS Teams and Zoom, with ability to support webinars and hybrid events; and
  • Ability to manage time to handle heavy workloads involving multiple projects.

Additional Information

This appointment is open to internal and external applicants.

This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
