About this role


Responsibilities

The contractor shall assist the Sponsor in managing new and existing programs, segments, or phases; and shall support the Sponsor in assessing plans, guiding implementation activities, and defining program phases, sequencing, and required deliverables for the Sponsor’s training activities.

Responsibilities include, but are not limited to, the following:

  • Design and deliver advanced instruction to experienced personnel engaged in clandestine operations
  • Serve as a UTS Subject Matter Expert as it pertains to planning and executing clandestine operations
  • Serve as an instructor for the Designing UTS Resilient Operations (DURO) Course
  • Conduct research necessary to regularly explore evolving UTS challenges and incorporate findings into the curriculum to make sure the course remains relevant
  • Facilitate the UTS Operational Impact Web-Based Training
  • Design and create web-based UTS training
  • Participate in the Curriculum Review Board Process
  • Present UTS concepts to various individuals and groups
  • Conduct one-on-one UTS mitigation and tradecraft consultations with personnel engaged in clandestine developmental and/or handling operations
  • Provide direct support and assistance to GC with the development of tradecraft training and learning modules focused on the threat of UTS
  • Leverage existing network and existing technology to provide cutting edge training
  • Assist in expanding creative options for operational mitigations whether in terms of principles or technologies
  • Some travel may be required (domestic/foreign)
  • Ability to coordinate and collaborate with Ubiquitous Technical Surveillance subject matter experts, tradecraft advisors, instructional system designers, web developers, station personnel, and stakeholders
  • Impact clandestine operations and the overall UTS environment

Qualifications

  • Must possess and be able to maintain a TS/SCI clearance with Polygraph
  • BS 10-12, MS 8-10, PhD 5-7
  • Recent experience conducting clandestine operations and handling human assets in person
  • Demonstrated experience in designing and delivering advanced instruction to experienced personnel engaged in clandestine operations
  • UTS subject matter expertise
  • Demonstrated on-the-job experience gathering, compiling, evaluating, and interpreting complex information, as well as clearly presenting this information to stakeholders
  • Demonstrated ability to build networks and communicate effectively across organizational boundaries.
  • Experience working with various external stakeholders
  • Demonstrated experience working on identity protection programs
  • Working knowledge of digital and cyber identity environments
  • Demonstrated ability to multitask and work independently, self-starter
