About this role

The Program Manager is responsible for the overall planning, execution, and delivery of the NIWC RDT&E Network Program, ensuring reliable, secure, and responsive network services that support research, development, test, and evaluation activities across multiple government locations. The Program Manager provides day-to-day leadership for technical, operational, cybersecurity, and support teams, managing scope, cost, schedule, staffing, and performance in alignment with contractual objectives and government priorities.

 

This role oversees program execution using Integrated Master Schedules, cost and performance tracking, and service management reporting to monitor progress, identify risks, and implement corrective actions. The Program Manager serves as the primary coordination point for government stakeholders, ensuring timely communication, accurate reporting, and effective issue resolution. Responsibilities include managing subcontractor performance, aligning resources to mission demand, and ensuring deliverables meet quality, security, and operational standards.

 

The Program Manager ensures that network operations, engineering activities, cybersecurity compliance, documentation, logistics, and quality assurance functions are fully integrated and executed in a coordinated manner. Through proactive planning, data-driven decision-making, and continuous performance monitoring, the Program Manager enables uninterrupted RDT&E mission support while maintaining accountability for program outcomes.


Responsibilities

  • Maintain the Integrated Master Schedule in Microsoft Project to baseline and update regularly.
  • Track labor, cost, and performance in Excel and reporting dashboards; produce monthly and quarterly summaries.
  • Use IT service management ticketing workflows to execute assigned responsibilities.
  • Develop and deliver stakeholder briefings using PowerPoint and written status reports.
  • Create and deliver PowerPoint executive briefs for customer and internal program management review processes.

Qualifications

  • Active Secret security clearance.
  • Bachelor’s degree in a technical, engineering, business, or management-related discipline.
  • At least 15 years of demonstrated experience supporting the planning, coordination and execution of technical or operational programs.
  • Demonstrated ability to track schedules, coordinate tasks across multidisciplinary teams, prepare status reports and support issue resolution in a structured program environment.
  • Strong communication, organizational and stakeholder coordination skills are required.
  • Project Management Professional (PMP) certification is preferred.
