We are seeking an experienced Fuel Tax Manager to provide tax advisory support on fuel and carbon tax matters across Canada and the United States primarily. This person will report to the Director, Commodity Taxes Planning, Policies & Procedures.

Responsibilities:

General Responsibilities:

  • Serve as a fuel tax subject matter expert for Canadian and U.S. operations primarily. With potential growth in other markets.
  • Advise on fuel tax implications, including fuel tax registrations, licenses, and permits.
  • Support and provide guidance on fuel-related system changes and implementations, ensuring tax compliance accuracy (including transactional aspects and reporting) and operational effectiveness.

  • Advise business units, notably Fuel Strategic Procurement and Fuel Accounting Teams, on fuel  tax matters, to support informed decision-making and compliance.
  • Analyze and interpret fuel and sales tax legislation and regulations, and lead the development and implementation of internal policies, procedures, and controls to ensure organizational compliance.
  • Identify fuel, carbon and sales tax planning, recovery and optimization opportunities, including exemptions, credits, rebates, and refunds.
  • Assess fuel, carbon and sales tax risks and mitigate exposure.

Specific Responsibilities:

Fuel, Excise, Sales & Carbon Taxes (North America)

  • Monitor changes in legislation, including fuel tax laws and regulations, assess their potential impact on the organization, and proactively share insights and guidance with relevant teams.
  • Advise internal stakeholders on the tax implications of fuel-related operations and transactions.
  • Develop and implement policies and procedures that drive process improvement and ensure ongoing compliance with fuel tax legislation, at both federal and provincial/state levels.
  • Collaborate with Fuel Strategic Procurement, Fuel Accounting and IT to support system implementation activities and address operational and compliance matters.
  • Support the configuration, ongoing maintenance, and data integrity of fuel inventory and accounting system as it relates to tax.
  • Identify and continuously improve indirect tax processes and internal controls.
  • Assist the Compliance Team on tax matters, including audits, inquiries, and responses to tax authority requests.
  • Manage the resolution of fuel tax issues and respond to information requests from internal teams, external partners, and tax authorities.
  • Design and facilitate comprehensive training related to fuel operations and taxes. Training matters could be internal to tax colleagues or external to other business units.
  • Review sales and purchase agreements to ensure proper application of tax terms and conditions. Work closely with Strategic Procurement, Revenue Accounting and Legal departments.
  • Proactively communicate and work with Director, Commodity Taxes Planning, Policies & Procedures regarding financial effects of key transactions, operations, new projects and legislative changes.


  • Degree in Business, Finance or Law or completed accounting designation.
  • Completion of Commodity Tax courses / Tax degree is an asset.
  • Minimum seven (7) years of experience in the commodity tax field, mainly fuel/carbon tax.
  • Relevant experience in fuel taxes is mandatory.
  • Significant experience interpreting and analyzing tax legislation.
  • Significant and detailed knowledge of all Canadian and provincial commodity tax legislation (e.g., GST/HST, QST PST, Excise Tax, Fuel Tax).
  • Knowledge of US sales and use tax legislation and fuel taxes is an asset.
  • Excellent interpersonal skills and demonstrated ability to be a team player.
  • Excellent organizational skills, autonomy, and ability to work under pressure.
  • Proven leadership skills.
  • Excellent communication skills, oral and written.
  • Demonstrate punctuality and dependability to support overall team success in a fast-paced environment.
