Project Description:
The U.S. President’s Malaria Initiative (PMI) Evolve Project was awarded to Abt Global on December 19, 2022. The purpose of this contract is to support PMI with the planning, implementing, and monitoring of life-saving malaria vector control programs, including insecticide-treated net (ITN) distribution, indoor residual spraying (IRS), and essential entomological monitoring required to make vector control decisions and monitor threats.
The Opportunity:
The Database Manager will be responsible for managing and implementing monitoring, evaluation and learning functions. S/he will play an important role in ensuring the project has high quality data within our MEL systems to measure our progress towards intended results and informing evidence-driven decisions and will ensure our program staff and key stakeholders have access to the data they need, when they need it.
Core Responsibilities
- Work closely with the GST MEL Specialist to provide input on data collection forms, MEL project activity timelines, routine data quality audits, data analysis, and report writing.
- As requested, pull data from the project database for timely review and reporting purposes.
- Provide device specifications and quantities for all necessary IT materials, such as laptops and phones.
- Develop database training materials for various audiences, including seasonal data entry personnel, PMI Evolve project staff, and external stakeholders, such as National Malaria Control Program and DOS staff. This includes training temporary VC staff on appropriate methods of data collection, entry, reporting, and quality.
- Supervise seasonal staff on data entry and cleaning efforts.
- Identify and provide documentation requirements for DHIS2 database maintenance and updates.
- Design, review and test M&E tools for reporting formats and data collection. These can include mobile-based tools, digitally enumerated satellite images or atlases, and other innovations to data collection, data quality, data entry, and data reporting.

- Provide final, clean data for reporting.
- Foster an environment that values data for decision making purposes.
- Frequent travel to implementing districts and operations sites for routine monitoring, program supervision, and support and frequent communication with country and GST staff to report on IRS campaign progress.

What We Value
Minimum requirement:
Bachelors + 2 years or Masters + zero years of experience
Preferred experience
- Bachelor's degree.
- At least 3 years’ relevant work experience includes database management, monitoring & evaluation, or other relevant social science activities.
- Experience with DHIS2 is required.
- At least 1 year of supervision experience is preferred.
- Experience with mobile platforms (ODK, CommCare, KoboCollect, EpiInfo, Fulcrum, etc.), mobile data collection, GIS applications, GPS measurement data collection, and/or Tableau desirable.
- Experience and familiarity with PMI program monitoring and evaluation, and performance monitoring preferred.
Strong analytic and quantitative database management, budgeting and report writing skills.
- Ability to communicate clearly and concisely and work well in a team setting.
- English language fluency.
