Program Overview: 

FPSP, also referred to as the ‘Platform’, a Department of Foreign Affairs and Trade (DFAT) investment, will contribute to the delivery of Fiji’s national development priorities, in line with the Australia’s International Development Policy, the Fiji-Australia Vuvale Partnership and the Development Partnership Plan.  

The Platform will deliver key bilateral programs, such as health, education, scholarships, social infrastructure, governance, climate and emergency preparedness and response. Platform activities will identify and address climate risks, promote climate action, and gender equality, disability and social inclusion (GEDSI) across and beyond the sector programs. 

The Platform has three functional Outcomes:  

  1. The Platform has delivered its sector program outcomes, including through supporting strategic coherence, planning, partnerships management, data and learning across the portfolio of investments.
  2. The Platform has prioritised gender equality, disability-inclusive development, and climate and disaster resilience, in its systems and practices. This includes in how it undertakes sector programming and its engagement with selected Government of Fiji (GoF) agencies
  3. The Platform administers timely and efficient programming that is: value for money; maximises use of local supply chains; and supports good governance, and public diplomacy, effective decision making and risk management. 

NAP Overview: 

The Fiji NAP sets out a whole-of-government and whole-of-population approach with five key strategies (strategic pillars) to comprehensively address violence and commits to work strategically across 13 key influential settings in Fiji to address VAWG holistically in all aspects of public and private life: Education Sector; Universities, technical and vocational colleges; Workplaces and corporations; Sports and recreation spaces; Arts ; Health and Social services; Faith based contexts; Media, advertising and entertainment; Public spaces, transport, infrastructure; Legal, justice and corrections; Informal sector; Disciplined Forces; Traditional institutions and entities.  

Implementation of the NAP is supported by UNFPA as the technical partner, with program support from the Platform. 

Position Summary:

The MEL Manager for the NAP Unit will play a crucial role in ensuring the effective monitoring of the National Action Plan (NAP) to Prevent Violence Against Women and Girls. 

The Manager will lead the refinement of the NAP Framework and the development of a Monitoring, Evaluation, and Learning Framework. This includes engaging with government and CSO partners to map current and planned interventions, co-developing updated SMART indicators, and facilitating validation workshops. Additionally, the MEL Manager will lead the development of a strategy to aggregate project-level results, create and implement collaborative reporting protocols, and conduct training to build partner capacity. 

The Manager will oversee ongoing data collection and quality assurance, compile and analyse progress reports, and establish feedback mechanisms for continuous improvement. By coordinating these activities, the MEL Officer will ensure the NAP’s implementation is effectively tracked and its impact comprehensively measured, contributing to the success of initiatives aimed at ending violence against women and girls.
 

The MEL Manager will have direct reporting to line to the Fiji NAP National Coordinator and will work in close collaboration with the NAP Coordination and Implementation Unit team, MEL consultant(s) and UNFPA.  The Manager will also work directly with consultants as delegated by the Fiji NAP National Coordinator.
 

Key Responsibilities:

1. Refine and manage the NAP Outcomes Framework:

  • Facilitate and co-facilitate workshops with government and CSO partners to review and validate the revised Outcomes Framework and discuss monitoring, evaluation, and learning strategies, distinguishing national-level and project-level data collection responsibilities.
  • Develop a comprehensive mapping of current and planned work across the NAP’s five strategic pillars and 13 settings, detailing key interventions, timeframes, target populations, expected outcomes, indicators, M&E strategies, and existing/planned data collection.
  • Lead the NAP Coordination and Implementation Unit in collaboration with consultants to revise and simplify the NAP Outcomes Framework with SMART impact, outcome, and output level results and indicators.
  • Coordinate with MEL colleagues in UNFPA and DFAT to ensure that the Outcome Framework meets donor requirements.

2. Provide technical support for data integration and aggregation:

  • Develop and implement of a strategy/system to aggregate project-level results, enabling tracking and reporting of progress against the overall NAP Outcomes Framework.
  • Based on the mapping exercise, assist partners in integrating their project-level results frameworks with the NAP Outcomes Framework, incorporating additional project-specific results and indicators as needed.
  • Create a protocol for collaborative reporting mechanisms for government partners and CSOs, specifying data collection responsibilities, reporting processes, and data compilation and analysis methods.
  • Conduct training and capacity-building activities to ensure effective implementation of the collaborative reporting protocol, covering data collection methods, reporting requirements, and the use of monitoring tools and systems.
  • Facilitate reflection and planning sessions with the NAP coordination and Implementation Unit, NAP governance bodies, such as the Secretariat and Technical Working Group, as requites.

3. Compile monthly dashboards, quarterly and annual reports:

  • Lead data collection and monitoring activities as per the established Outcomes Framework and activity dashboards, ensuring timely and accurate data collection from all implementing partners.
  • Update the activity dashboard on a monthly basis.
  • Compile and analyse data to track progress against the NAP Outcomes Framework, preparing detailed quarterly progress reports, annual reports and work with consultants on the mid-term review.
  • Provide reports and updates as required for Fiji Government stakeholders.

 

Selection Criteria:

  • Degree graduate in relevant field (gender/women's studies, social work, public policy)
  • Strong knowledge of developing monitoring and evaluation systems, evaluation design, data collection and analysis, and reporting (including SMART indicators, baseline and targets formulation).
  • Good knowledge of gender equality and/or ending violence against women and girls’ issues and concepts.
  • Ability to synthesise and aggregate program performance data and produce analytical reports (results-based reporting).
  • Strong analytical and report writing skills, including qualitative and quantitative data to support programming and policy formulation.
  • Understanding of excel and MS Word.  
  • Strong written and communication skills.
