About this role

Hennepin County District Court invites qualified applicants for a full-time Court Operations Leadworker I position within the Family Division. This is a diverse, professional environment that promotes equity for all court staff and court customers. This position leads the Protective Orders Team, which consists of ten Court Operations Associates and one Court Operations Specialist. The Court Operations Leadworker I performs highly advanced Protective Order case updating such as Orders for Protection, Harassment Restraining Orders, and Extreme Risk Protection Orders under the general supervision of the Court Operations Supervisor. 

The Leadworker I serves as a division leader and positive role model by demonstrating exceptional interpersonal communication, technical skills, initiative, and motivation in contributing to the district’s mission, vision, and values. Work requires the use of independent judgment, application of specialized clerical knowledge, and comprehensive understanding of court operations and procedures. This position provides backup, performing some of the same duties as lower-level classifications as needed. Additionally, as a leader within the division, this position may assist with the work and leadership of the other teams within Family Court Administration.

This AFSCME-represented position is classified as a Court Operations Leadworker I and is assigned to the Family Division located in downtown Minneapolis at the Family Justice Center on 110 S. 4th Street, Minneapolis, MN 55401. The core hours for this position is 8:00 am - 4:30 pm, Monday-Friday. This is a hybrid position working on-site and remotely according to business needs.

Example of Duties: 

Act as Primary technical and Procedural Resource for District Court and Partnering Agency Staff: 

  • Serve as first contact for troubleshooting problems and assist staff with challenging case processing and customer service responsibilities on the telephone and via email; monitor phone calls for customer service quality assurance. 

  • Oversee implementation of new/revised policies and procedures in the division by providing training and support to staff; recommend improvements in procedures and trainings on new policies and procedures.

  • Analyze, interpret, compose, and process complex documents and orders. 

  • Develop training schedules for employees; provide initial and ongoing procedural and court information system training to new and existing staff for both courtroom and office-related functions; draft and maintain procedure manuals and training materials for all job assignments. 
  • Monitor daily/weekly reports for errors and incomplete data. 
  • Review employee work for accuracy and provide coaching and training as needed to assist staff in meeting performance standards; monitor progress of staff training and work performance; inform management of work progress, personal issues, and backlogs; provide input to division supervision for staff evaluation related to performance achievements and issues.

 

Fulfill Administrative Responsibilities:

  • Monitor eFiling and SharePoint workflow queues for case processing and efficiencies. 
  • Maintain and distribute monthly staff schedule and make day-to-day independent decisions on necessary adjustments to staff assignments based on coverage needs and workload priorities. 
  • Monitor general case processing guidelines, ensuring that procedural/legislative changes are being followed. 
  • Coordinate, attend, facilitate and take minutes for team and committee meetings. 
  • Perform court clerical duties to familiarize yourself with changes in case processing in all Family Court, Orders for Protection, Harassment Restraining Order, and Extreme Risk Protection Order case types. 
  • Perform daily financial balancing and deposit duties. 

  • Perform advanced and urgent court operations work under limited supervision.     
  • Handle complex customer interactions, including situations requiring clarification, problem-solving, or de-escalation, while providing guidance and support to staff
  • Perform other duties as directed by Court Operations Supervisors.

     

Minimum Knowledge, Skills, and Abilities:

  • Working knowledge of current Minnesota Court Information System (MNCIS) case processing, including case initiation, updating, processing financials, court procedures and policies related to both the administrative office and courtroom functions, and the ability to apply these as needed. 
  • Experience writing job procedures and developing training materials in a clear and concise manner.
  • Experience in planning and monitoring the work of others including reviewing work for accuracy and providing feedback for corrective action.
  • Organized with the ability to prioritize, meet urgent competing deadlines, and coordinate the daily work of other employees who are engaged in a variety of work assignments. 
  • Self-directed and motivated with demonstrated leadership skills, the ability to independently make decisions in accordance with laws, regulations, and departmental policies and procedures, and the ability to work well under pressure while remaining flexible and adaptable. 
  • Experience in providing one-on-one training with the ability to adapt technical and procedural training to various learning styles of staff. 
  • Ability to communicate effectively, use legal terminology, and meet individual responsibilities while addressing the needs of the team, internal and external customers, and justice partners. 
  • Proficient in Microsoft Word, SharePoint, and Outlook; able to learn other job-related software.

 

Typical Qualifications 

Minimum Education and Experience: 

Any combination of training and work experience which indicates possession of the knowledge, skills, abilities, and skills listed.

  • High school diploma or equivalent.  
  • At least one year of experience as a Court Operations Associate, Court Operations Specialist, Court Operations Leadworker, or equivalent experience. 
  • As this position will be working partially remotely, access to reliable internet connection is required during this time.

 

Preferred Qualifications:

  • Knowledge of current Hennepin County District Court Family Division policies and procedures.
  • Experience leading teams or individuals using effective conflict resolution skills.
  • Advanced customer service experience which includes professional interpersonal communication and human relations skills.
  • Knowledge and working experience with a case processing system such as MNCIS (Minnesota Court Information System), MNDES (Minnesota Digital Exhibit System), eFS (eFile & Serve) and other eCourt technologies.

 

Supplemental Information: 

The expected starting salary for external candidates is $25.51 - $30.67 per hour, $53,264- $64,038 annually. The offer will take into consideration other equivalent qualifications. The full classification earning potential is $23.14 - $38.20 per hour, $48,316 - $79,761 annually, with the top end of the range being what someone could be making after years of service in the role of Court Operations Leadworker I.  

This position is non- exempt under the Fair Labor Standards Act and is eligible for State of Minnesota employee benefits. 

This AFSCME-represented position is posted for bidding, internal, and external application simultaneously and will be filled in accordance with the AFSCME contract.
