Cloud Platform Administrator

IMSD – Information Management Services Division

Full-time, Hourly

Pay Range: $31.69 – $47.53

 

Job Summary:  The Cloud Platform Administrator on the Enterprise Data Services team manages and optimizes our Azure-based data platform, with a strong focus on Databricks and platform security. This role will support a modern analytics ecosystem by ensuring secure, stable, and scalable infrastructure across Azure and Databricks environments to support Milwaukee County’s data strategy objectives.  This role is responsible for access control, cost governance, resource monitoring, and platform automation aligned with DataOps best practices.  Additionally, this role provides database administrator support to all of IT.

 

The ideal candidate demonstrates strong ownership and autonomy, proactively driving improvements and solutions within their area of responsibility. They move beyond task execution, consistently identifying optimization opportunities and actively supporting team members.  Additionally, the ideal candidate understands how day-to-day technical delivery aligns with and advances Milwaukee County’s overall vision of being the healthiest county in Wisconsin by achieving racial equity.

 

Job Duties:

  • Deploy, configure, and manage Azure services. Define and enforce Azure role-based access control, network security, and data governance standards. Monitor and optimize Azure infrastructure. Automate infrastructure provisioning. Manage backup, disaster recovery, and business continuity for critical services. Track usage and optimize costs across Azure resources.
  • Provision, configure, and manage Databricks workspaces, catalogs, clusters (interactive and job), and user access in Azure. Define and enforce Databricks role-based access control, network security, unity catalog, cluster policies, and data governance standards. Monitor and optimize performance and cost in Databricks using native tools and Azure integrations. Integrate Databricks with other Azure services.
  • Support Continuous Integration/Continuous Delivery (CI/CD) practices for infrastructure and data pipeline deployments. Collaborate with data engineers and analysts to ensure seamless platform usage. Troubleshoot and resolve issues related to Azure infrastructure or Databricks workloads and address performance issues. Maintain runbooks, documentation, and change logs for systems and procedures. Identify opportunities for cost optimization. Handle helpdesk tickets related to Azure service issues. Maintain audit trails for infrastructure changes.
  • Ensure compliance with internal security policies and external regulatory frameworks (e.g., CJIS, HIPAA, etc). Configure and maintain audit logging, diagnostic settings, and access reviews. Protect sensitive credentials and secrets and manage access through appropriate identity controls. Participate in security reviews, threat modeling, and incident response procedures as needed. Collaborate with data engineering and security teams to implement platform standards. Support security incident response and root cause analysis for platform-related issues.
  • Perform Database Administrator duties ensuring that data is accessible, secure, and performs well in Milwaukee County’s on-prem environment. Leads on-prem resource management – provisioning, decommissioning, access controls, and migration to cloud.
  • Other duties assigned by leadership.

 

Minimum Requirements:

  • Current Wisconsin resident at time of application.
  • High School Diploma/G.E.D or equivalent 
  • Process Enhancement or related field
  • At least two (2) years of experience as Infrastructure/Server Engineer (on-prem or cloud)
  • At least one (1) year of monitoring, alerting, and incident response (on-prem or cloud) experience
  • At least one (1) year of Database Administrator experience
  • Intermediate knowledge of all related computer and software applications, such as word processing and spreadsheets
  • Advanced knowledge of database design, database administration, and other related DBA duties


Preferred Qualifications:

  • Azure certifications (e.g., DP-900, AZ-104, AZ-305, AZ-500, or AZ-400) – Candidates with AZ-305 certification will be given priority during the review process
  • Databricks certification (e.g., Databricks Certified Associate Developer for Apache Spark)
  • Experience as Azure Administrator or Cloud Engineer and administering Azure Databricks
  • Solid understanding of networking, cloud security, and identity in Azure environments
  • Experience with Databricks workspace setup, cluster management, Unity Catalog, access control, networking and system monitoring
  • Proficiency with Infrastructure-as-Code tools (ARM, Bicep, Terraform)
  • Basic scripting and query language skills for automation (e.g., PowerShell, Bash, Python, SQL, KQL)
  • Familiarity with Unity Catalog or Delta Lake
  • Experience integrating Databricks with other tools
  • Knowledge of CI/CD and Git-based workflows for deploying data infrastructure
  • SQL server 2019 experience
  • Database Administrator experience, including but not limited to indexing strategies and optimization, query optimization, troubleshooting, business continuity and disaster recovery, Highly Availability using Always on Availability Groups, and security
  • Previous DevOps or DataOps experience
  • Experience working an agile methodology
  • Strong communication and documentation abilities
  • Analytical and detail-oriented approach to the work
  • Ability to demonstrate autonomy and ownership in area of responsibilities proactively driving optimization and supporting team members
  • Ability to collaborate cross-functionally with management, data, infrastructure, and security teams
